Army Finance Operations Executive Officer

We are seeking two highly motivated individuals to join this fast paced and constantly evolving professional environment and form the core of the Army’s Finance professionals.
The posts sit in a team responsible for the broad range of financial management and compliance oversight of the various BLBs within the Army HQ HLB, with a budget of circa £486M per annum.
The post holders will provide financial, regularity and proprietary and governance support to the seven Basic Level Budget (BLB) holders within Army HQ. The posts are embedded within the Army HQ Higher Level Budget (HLB) Finance Team, part of Army Finance Operations and also supports the Senior Finance Business Partner.
The first job role is responsible for all aspects of In Year Management (IYM) including assisting in production of monthly forecasts, including Planning, Budgeting and Forecasting (PB&F) input, budget setting, production of the Quarterly Accounting Return, the provision of financial management information and advice, as well as contract monitoring duties including contracting, purchasing and other finance duties.
The second role is responsible for all aspects of financial regularity and propriety within the Higher Level Budget (HLB, collating and producing the HLB Governance returns, acting as the focal point for Governance and Compliance issues. This post holder is also the Electronic Procurement Card (EPC) Manager for the Army HQ HLB, responsible for ensuring that the HLB follows EPC policy and co-ordinating the Deputy Managers in handling EPC requests, uplifts and reconciliation.
The roles do require experience in effective customer & supplier management. You must be an effective communicator who is comfortable working individually and as part of a team. You will be confident with making decisions and have the ability to work at pace to meet strict financial deadlines.
As part of the Army HQ finance team you will have the opportunity to complete AAT training apprenticeship, if desired to further develop your financial career.
