Job Summary
The Program Director (PD) serves Yayasan Fondasi Hidup by providing strategic leadership in program planning, design/development, and implementation, program budget management, collaboration with stakeholders and donors, and compliance, communication, and reporting. As a Senior Leadership Team (SLT) member, the PD gives leadership in the development and execution of the country strategy, ensuring alignment and contribution to the Global Strategic Plan and delivering on our promise. The PD also provides oversight on regular program monitoring, evaluation, and learning/adaptation in collaboration with the country and GSC M&E unit. S/he ensures sufficient resources for existing and new programs are secured from child sponsorship, private partnership, bilateral and multilateral sources in collaboration with the relevant units at the country and GSC. The PD also provides strategic leadership in emergency responses and serves as the focal person. This position also provides overall leadership, coaching, and mentorship to program leaders and staff for their continuous growth and development.
Principal Responsibilities
Strategic Alignment, Program Strategy, Management and Quality
● Lead the development and execution of the country program strategy based on the Transforming Field Experience Standard Operating Procedure and Program Model, ensuring alignment and contribution to the Golden Circle and Global Strategic Plan, as well as country/national context and priorities.
● Supervise and work with the Program Implementation and Sponsorship Manager and Technical Specialist/s to ensure overall quality program design, implementation, and management, as well as innovation that meets FH Global standards.
● Ensure achievement of program strategy and delivery of promise by monitoring progress against targets, timelines, and budget through and work with program team members to address gaps.
● Develop and manage the program budget, approve expenditures in line with assigned level of authority, and ensure appropriate standards of stewardship, accountability, and compliance to FH’s financial policies and procedures are followed in order to be effectively utilized toward quality program delivery.
● Work closely with the Program Quality Assurance Manager to support regular program monitoring, evaluation, and reflection, learning and adaptation.
● Ensure government, donor, and partner accountability through timely and quality reports/communication by preparing, and/or coordinating with and supporting the Program Quality Assurance Manager in completing reports/communication pieces as required.
● Lead the development of emergency preparedness and response and be the point of contact for emergency responses.
● Work closely with Asia Region-based GSC staff for understanding, support, and alignment to program delivery and program quality standards and best practices; as well as with relevant GSC unit/s such as the Global Program Team, Sponsorship Team, Learning & Evaluation Team, and other relevant units as per need.
● Work closely with other FHI business units, i.e., Finance, Human Resources, Admin/Logistics, and others to ensure appropriate human, administrative and financial resources are used and managed effectively and efficiently for program implementation.
Networking and (Private and Public) Resource Development Strategy
● Network with other INGOs and National NGOs for learning best practices, as well as for exploring & preparing for any future potential opportunities and partnership.
● Keep abreast and report appropriately on conducive/challenging environmental, economic, social, political, and religious conditions of the country which affects FH’s work directly or indirectly.
● For sponsorship funding:
○ Supervise and support the Program Implementation and Sponsorship Manager in planning for and implementing effective and efficient child sponsorship strategy that is well integrated into program implementation; as well as in communicating impact to different stakeholders.
○ Ensure inventory is meeting approved level and growth plan is up to date with potential clusters and communities identified and documented.
● Develop a resource mobilization strategy with a long-term growth plan and resource plan (non-sponsorship private fund, grants, etc.).
● In coordination with the GSC Grant team look for appropriate funding opportunities for the country, locally and internationally, which supports the country strategy.
● Initiate and lead the development of concept notes, project proposals, new cluster/community proposals, project/program designs, budget in collaboration with and the support of Country Office program team, Program Quality Assurance Manager, relevant GSC units, and other internal/ external stakeholders.
● Development and provide ideas, concepts, and Indonesia/Asia context.
● Coordinate and oversee partner/donor/visitors’ field visit to facilitate their understanding and appreciation of the work on the ground, as well as for relationship building.
● Take the lead in presenting programs to external audiences, in the absence of the Country Director or when requested.
Leadership and Development of Program Staff
● Engage regularly with direct reports to provide leadership and coaching, and discuss/monitor development plans and individual goals, as well as ensure understanding and application of FH Heartbeat values, culture, and mindsets and behaviors in the work they do.
● Develop and empower Program Implementation and Sponsorship, Program Quality and Assurance Manager as well as Technical Specialist to work efficiently and grow in their skills.
● In coordination with the HR team, develop and lead the training process on program manuals, program policies, program procedures, and program tools.
● Manage and maintain all FH policies and procedures in the Program Department.
● Pursue ongoing training, professional and personal development for team members and self in the form of seminars, conferences, and online learning opportunities.
● Provide support in the function of recruitment, staffing, new staff orientation/ induction, training and development, performance evaluation and staff care for the team.

● Strong people management skills / interpersonal skills with the ability to motivate, teach and mentor staff and volunteers.
● Comfortable and persuasive when speaking before both large and small groups.
● Ability to interact positively with all levels of the organization and across organizational and cultural boundaries.
● Proficiency in spoken and written English.
● Medical fitness to live and travel in rural and urban areas with extreme conditions and limited medical support.
● Ability to travel up to 30% of time per year in the country and internationally, including possibility to insecure countries or locations.
Experience
● Proven field experience for at least 7 years in at least one Asian country, or equivalent environment is an advantage.
Education/Certifications
● Academic training in International Development or relevant areas.
● Graduate degree (master’s or higher) preferred.
