The Deloitte SEA IAD practice supports all major international development organizations including bilateral agencies (e.g., USAID, Australia DFAT, UK FCDO); multilateral organizations (e.g., World Bank Group, Asian Development Bank, United Nations); and regional cooperation organizations (e.g., ASEAN Secretariat).

Position Summary

The Deloitte SEA IAD Senior Proposal Manager will support all major IAD proposal efforts through the business development lifecycle—from intel gathering, capture planning, teaming, and recruitment, through to proposal submission and oral presentation—across multiple technical sectors. S/he will report to the head of the IAD practice, and will be based in Jakarta, Indonesia.

Primary Responsibilities

• Support tracking of IAD opportunity forecasts; maintain the Deloitte SEA IAD pipeline; monitor business development forecasts; synthesis of intel on upcoming opportunities; and country and technical sector competitive analyses.
• Conduct post-submission proposal debriefs to determine future proposal strategies and potential process and tool changes.
• Manage the calendars, logistics, technical, recruitment, teaming, pricing, budget, formatting, and other internal and external inputs to ensure proposals are compliant, high quality, and submitted timely.
• Prepare proposal templates to meet requirements of the opportunity solicitation, to guide and enable proposal teams.
• Manage the activities of IAD proposal coordinators.
• Manage team members (of various specialties and at various levels of seniority) to develop high quality proposal responses.
• Participate in proposal technical architecture, solutioning, storyboarding, and brainstorming sessions, and provide inputs to ensure innovative, high quality, and compliant proposal submissions.
• Work with Deloitte global account leaders and teams to ensure that SEA proposal submissions are compliant, high quality, and timely.
• Train and mentor country practices in IAD proposal management.
• Assign and participate in writing assignments for “back end” proposal sections including qualifications, past performance, corporate capabilities, etc.
• Identify and recruit key personnel and other candidates; assist in the preparation of pre-teaming and teaming agreements, independent consulting agreements, and Letters of Commitment for proposal partners and consultants.
• Help adapt Deloitte SEA’s pursuit and proposal development approach and processes to the IAD context and help pursuit teams to implement approach and comply with requirements.
• With the IAD BD leader and pursuit team, develop capture strategies and proposal development frameworks for all pursuits.
• Contribute to the development and continuous improvement of proposal management processes, tools, and templates.
• Develop and maintain compliance matrices for live RFI/EOIs and RFP/TOR/RFQs to guide proposal response.

Qualifications

• Familiarity with USAID international development technical methods, frameworks, themes, priorities.
• Prior experience working in a large consulting advisory firm is desirable.
• Demonstrated experience in collaborating with large, multi-business, cross-border proposal teams.
• Proposal and pursuit management experience in the SEA region is desirable.
• Collaborative approach, team player, good under pressure, self-starter.
• Minimum of 7 years of experience in proposal management of large, complex proposals for USAID (experience with other IAD organizations is a plus).
• Master’s degree in relevant field or a Bachelor’s degree with highly relevant work experience.
• Excellent USAID pursuit and proposal management skills.
