Project Overview And Role


CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth.


The CATALYZE “Asia Social Protection (ASP)” buy-in in Indonesia activity focuses on improving social protection and economic empowerment of vulnerable female workers in Asia. Through partnerships with the Government of Indonesia, notably BPJS-K, and private partners, CATALYZE will support BPJS-K to promote female informal sector workers’ enrollment with and continued premium payment for Jaminan Kesehatan Nasional (JKN). CATALYZE is collaborating with BPJS-K to co-create innovative interventions with the private sector that align with current BPJS-K objectives to address challenges to JKN enrollment.


To support this ongoing collaboration and coordination between CATALYZE and BPJS-K, the project is seeking to engage a Private Sector Partnerships Coordinator to continue discussions with private sector partners to facilitate the finalization of the program design. The consultant will be the point of contact for these partners, working closely with BPJS-K and CATALYZE to help finalize the design of the partnership.


Primary Duties And Responsibilities


The Private Sector Partnerships Coordinator will support CATALYZE in the design and implementation of potential private sector engagement within the project. The Coordinator will report to CATALYZE Indonesia Team Lead based in Washington, DC. This role will be governed by a level of effort-based independent consultant agreement. The Coordinator will be engaged for 3 months from approximately September2023 to November 2023 to undertake the following tasks and functions.


The primary purpose of this role is to support the finalization of the project design process and the commencement of pilot-phase project implementation, specifically by working with private sector partners. The Coordinator will meet regularly with partners to understand potential collaboration with the CATALYZE team and BPJS-K to ensure successful project design and appropriate project implementation.


Based on the interventions co-created by CATALYZE and BPJS-K for implementation, the Coordinator will engage with private sector partners (corporations, philanthropies, civil society organizations) to gather information about their ongoing programs and their interest/ ability to contribute to the CATALYZE program. To help build out the interventions, the Consultant may gather budget data from potential local partners for the Project to estimate the total cost required for pilot implementation.


The Private Sector Partnerships Coordinator will be part of a 4-person team based in Jakarta supporting this design process. Other Consultants are focused on engagements with BPJS-K and national-level private sector partners. The Coordinator is expected to work closely and effectively with these other team members to complete the assignment.


  • Engage regularly with private sector partners to understand capabilities and potential opportunities for collaboration during the pilot phase of program implementation.
  • Over the course of this consultancy, the individual will complete the following responsibilities:
  • Conduct other tasks as required to support CATALYZE in advancing the program design process.
  • Provide routine communication with the CATALYZE Washington, D.C. team, attend weekly check-ins with the CATALYZE Washington, D.C. team, and provide written updates, reports, or documents to summarize collaborations with the private sector partners as needed.
  • Facilitate communication between BPJS-K, CATALYZE, and the private sector companies to advance the program design and move towards pilot implementation.
  • Attend and present at meetings and workshops organized by public and private sector partners to present on insights and data gathered by the CATALYZE project.
  • Support in gathering or creating necessary data and program materials, organizing and facilitating meetings with private sector partners, project design and management.

Required Qualifications


  • Demonstrable experience supporting stakeholder engagement and other co-creation processes for USAID- or other donor-funded projects desired
  • Experience working with private health and non-health sectors, and networking with a diverse range of stakeholders in Indonesia, as outlined in project overview
  • Familiarity and contacts within digital financial technology and telemedicine in Indonesia, as well as with the
  • Familiarity/work experience with private sector required
  • Demonstrated knowledge/experience in a relevant field.
  • Familiarity/ work experience with BPJS-K required
  • Ability to coordinate and effectively conduct meetings with key stakeholders as a representative of the CATALYZE program
  • Extensive knowledge and familiarity of Indonesia and the local context
  • Strong understanding of the government priorities and initiatives around the national health insurance scheme
  • Evidence of strong interpersonal and written communications skills Oral and written fluency in English and Bahasa
