Job Description
Background


I. Background


UN Women is based on the vision of equality enshrined in the United Nations Charter, working for the elimination of discrimination against women and girls; Women empowerment; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. As a number of agreements of UN member countries such as, in CEDAW, BPFA, and global call for sustainable development goals targeted to be achieved by 2030. Placing women's rights at the center of all its efforts, UN Women leads and coordinates the efforts of the United Nations system to ensure that commitments to gender equality and gender mainstreaming are translated into action worldwide. It provides strong and coherent leadership in supporting Member State priorities and efforts, building effective partnerships with civil society and other relevant actors.


The Government of Indonesia has committed to increasing gender equality and empowering women through the issuance of Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development. Since then, gender mainstreaming has been further strengthened in the National Long-Term Development Plan (RPJPN) 2005-2025, and detailed in the National Medium-Term Development Plan (RPJMN). Currently, the RPJPN 2005-2025 and RPJMN 2020-2024 have almost expired. The Government of Indonesia, in this case, National Development Planning Board/Ministry of National Development Planning (Bappenas) currently in the stage of refining the RPJPN 2025-2045 planning document where UN Women has participated in supporting the development of its technocratic document. Meanwhile, Bappenas is starting to the RPJMN 2025-2029 planning process. Therefore, UN Women will continue to support Bappenas in developing the RPJMN 2025-2029 technocratic document in particular on gender equality and women's empowerment to support the gender mainstreaming effort in the National Development Plan.


For that purpose, UN Women in collaboration with the Indonesian Ministry of National Development Planning (Bappenas) particularly the Directorate of Family, Women, Children, Youth, and Sports (KPAPO) will develop the study on Gender Mainstreaming and Women’s Empowerment with specific sectors on Social-Religion, Health, Education, Politics and Decision-making, Law, Peace, and Security in preparation to RPJMN 2025-2029. To support the development, we will be hiring a qualified individual consultant in the field of gender equality and women's empowerment (GEWE) who understand the context of gender and good governance.


Duties And Responsibilities


II. Objective of the assignment


The main objective of this assignment is to support the Indonesian Ministry of National Development Planning particularly the Directorate of Family, Women, Children, Youth, and Sports (KPAPO) – Bappenas to develop a Technocratic Document based on Background Study document of RPJMN 2025-2029 that has been determined by Bappenas, as follows;


  • To compile and refine other technocratic document on various issues which under the working areas of the Directorate of Family, Women, Children, Youth, and Sports (KPAPO) Bappenas that will be developed by other organizations.
  • To draft a technocratic document of RPJMN 2025-2029 based on –but not limited to- the desk review that has been prepared, and other related data, and the result of consultation meeting to validate data findings from relevant ministries/agencies, experts, academia, and civil society organizations inputs.
  • To provide situational analysis and mapping of policy direction, programme design and implementation, achievements and challenges, lesson learned related to priority and strategic issues during the implementation RPJMN 2020-2024;


III. Scope of the Development of Technocratic Document


The technocratic document development will formulate policies, priorities, programs and development priority/main activities in the field of GEWE as input material for the preparation of the first National Medium-Term Development Plan (RPJMN I) for the period 2025–2029. This study will use –but not limited to- the data from desk review that has been conducted by UN Women consultant regarding the policy formulation and gender gaps, focusing on: Social-Religion, Health, Education, Politics and Decision-Making, Law, Peace and Security and its achievements, lesson learned, and challenges related to priority and strategic issues during the implementation RPJMN 2020-2024. The study is expected to use the framework for the development concept of gender equality and women's empowerment which is linked to other relevant fields, particularly the field of human resources, such as population, poverty, education and health.


IV. Scope of Work and Tasks


Under the overall guidance and management of the Head of Program, and supervision from the Program Specialist, Women, Peace and Security, and in close coordination with KPAPO-Bappenas, the Consultant will perform the following tasks:


Task 1. Conduct the situation analysis based on the document of desk review of RPJPN 2025-2045, and other related data using gender analysis to focus on Strength, Weakness, Opportunity and Challenges of the policies and its implementation, taking into account the following:


  • Evaluation of the achievements of the sustainable development goals;
  • Proposed the development of technocratic document design (Description of methodology, and research questions, including the study approach will be used, etc.)
  • Background information
  • Policy direction and strategy;
  • Develop the program design which includes:
  • Research tools
  • Submit the documents for UN Women review and propose the meeting regularly to notify the progress of technocratic document development;
  • Develop an inception report that should be structured as follows:
  • Major project indicators;
  • Refinement document of the technocratic documents which developed by other institutions’ consultant as one unity of the RPJMN 2025-2029.
  • Proposed study objectives
  • Annexes:
  • Findings of the existing crosscutting/enablers of gender equality and women’s empowerment policy and program, such as gender data, statistics, and gender responsive planning and budgeting. The result of policies examinations will include also the laws and regulations both at the central and regional levels.
  • Key recommendations consisting of; program design, goals and indicators, policy direction and strategy, major project indicators, and the framework formulation of the institutional, regulatory, evaluation and control on Gender Equality and Women Empowerment focusing on: Social-Religion, Health, Education, Politics and Decision-Making, Law, Peace and Security, and digital transformation for the RPJMN 2025 – 2029.
  • Develop data collection tools;
  • The strategic/emerging issues, lesson learned and best practices indicated from the evaluation of the RPJMN 2020-2024 implementation regarding the; 1) National development, 2) Evaluation of major projects, and 3) Evaluation of the achievements of the sustainable development goals in the field of gender equality and women's empowerment on specific sectors namely; education, health, economy, employment, politics, and security, the strategic and emerging issues on law and human rights, peace and security, and digital transformation, and also the institutional capacity on gender mainstreaming in the respective-related Ministries and Agencies.

  • Develop a well-structured technocratic document that comprehensively outlines study findings, methodology, challenges, key recommendations consisting of the program design, list of institutions, the result and list of participants of the consultation meeting, and the refinement technocratic documents which developed by other institutions’ consultant as one whole technocratic document of the RPJMN 2024-2029. The technocratic document development should be structured as follows:
  • Goals and indicators;
  • Problems mapping and strategic issues;
  • Evaluation of major projects;
  • TOR
  • Study findings, consisting of;
  • The institutional, regulatory, evaluation and control framework;
  • Territorial-based studies by looking at the highest cases of each issue to endorse the development priorities planning in the technocratic document RPJMN 2025-2029.


Task 3: Facilitate consultation meetings with experts, relevant ministries/agencies, academia, and civil society organizations to gather inputs, and data clarification/validation;


Task 4: Compile and refine other technocratic documenton various issues that are within the scope of GEWE under the Directorate of Family, Women, Children, Youth, and Sports (KPAPO) Bappenas which will be developed by other organizations into a compilation of technocratic documents for the RPJMN 2024-2029.


V. Expected Deliverables


Deliverable 1: Inception report


Deliverable 2: First draft of a technocratic document including the report of the meeting consultation with relevant ministries/agencies expert, academia, and civil society organizations.


Deliverable 3: Final technocratic document by including the inputs and/or clarification from the expert meetings’ result with feedback from UN Women and Bappenas;


Outcome 4: Preparation and refinement of all technocratic documents on issues of gender equality and other women's empowerment developed by other institutions as an integrated technocratic document for the RPJMN 2025-2029.


VI. Delivery dates and how the work will be delivered


The final deliverable is a well-developed document in Microsoft Word format and meets UN Women and Bappenas quality standards. The final document of Technocratic Study and the compilation result are to be written in Bahasa Indonesia (in electronic and/or hardcopy) which will be translated into English by UN Women. In relation to the copyright, all materials or documents results from this consultancy will remain as the property of UN Women and Bappenas.


The consultant will submit the Inception Report in English and the Executive Summary in Bahasa Indonesia and English.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed by UN Women and Bappenas.


Duration of the Assignment and Duty Station


The consultant is expected to be based in UN Women Indonesia Office in Jakarta, Indonesia with possibility of working from home. Duration of assignment is expected to start from 11 September 2023 to 23 December 2023 (4 months). The consultant may be required to travel on mission as assigned by hiring unit.

Education:


Master’s degree in statistics, gender studies, social studies, psychology, development studies, anthropology, public health, public policy or other related fields.


Experience:


  • Experience in the policy framework/advocacy and inter-ministerial coordination.
  • Minimum of 15 years of experience in research and policy advocacy, particularly in gender, gender mainstreaming, gender advocacy, women’s empowerment, and government planning documents nationally, journals;
  • The sample of reports on research and policy advocacy in gender-related issues developed by the consultant will be an advantage;


Knowledge and Skills:


  • Knowledge of Indonesia’s economic, social, political policy and national priorities;
  • Strong technical expertise in policy analysis;
  • Well-versed in current development on innovative policy-making and able to communicate effectively with government and business sectors.


Language Skills:


  • Fluency in oral and written Indonesian and English is required;
  • Excellent technical and analytical writing skills (to be assessed through writing sample).
