Purpose of consultancy

The purpose of the establishment of the Leadership team is to support Indonesia’s role as the host country of ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) Detection and Risk Assessment in preparing organizational foundation and operationalization of ACPHEED.

Background

Agreement was reached on the hosting of ACPHEED through the “Results of the Trilateral Ministerial Meeting (Indonesia, Thailand, Viet Nam) on ACPHEED”, held on 13 May 2022 and subsequently reported at the 15th ASEAN Health Ministers Meeting (AHMM) Retreat and articulated in the Joint Statement of the 15th AHMM.

In Parallel With The Drafting Of ACPHEED Establishment Agreement By ASEAN Senior Officials Meeting On Health Development (SOMHD), Referring To The Roadmap Of The ACPHEED Establishment Recommended By The Feasibility Study, Indonesia As The Host Country Of ACPHEED Detection And Risk Assessment Will And To Work On The Centre Establishment By Preparing 6 (six) Key Activities And Feasibility

The Roadmap Of ACPHEED Establishment Is As Follows

• Remuneration: NO.A (Maximum Approx 60,000,000/monthly)
• Expected duration of contract: 6 – 8 months
• A written test may be used as a form of screening.
• Ability to prioritize tasks, meet deadlines under pressure and manage competing responsibilities
• The ACPHEED Detection and Risk Assessment in Indonesia will have 2 (two) sub-pillars, which are surveillance/field epidemiology and laboratory. Those will be underpinned by three overarching themes, namely: information sharing and analytics; capacity building and innovation coordination and support.
• 1 (one) Head/manager
• WHO shall have no responsibility whatsoever for any taxes, duties, social security contributions or other contributions payable by the Consultant. The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
• WHO has zero tolerance towards sexual exploitation and abuse (SEA), sexual harassment and other types of abusive conduct (i.e., discrimination, abuse of authority and harassment). All members of the WHO workforce have a role to play in promoting a safe and respectful workplace and should report to WHO any actual or suspected cases of SEA, sexual harassment and other types of abusive conduct. To ensure that individuals with a substantiated history of SEA, sexual harassment or other types of abusive conduct are not hired by the Organization, WHO will conduct a background verification of final candidates.
• Assist in preparing ACPHEED Detection and Risk Assessment-related meetings that need to be conducted by MOH Indonesia
• Understanding of international standard preparedness and response concepts and practices, the One Health Approach, health financing, vaccine supply resiliency.

• Support the preparation of Indonesia’s position related to 6 (six) key activities and feasibility and build agreement on the establishment agreement
• Assistance team will support the Leadership team by providing strategic direction and approval of the outcome documents, before going to the SOMHD discussion for further discussion and endorsement. The members of Assistance team will be representatives of relevant technical units within Ministry of Health and other related Ministries.

• Analytical skills and proven record in successful project development and implementation

• To prepare the 6 (six) key activities and feasibility study, Indonesia will establish an assistance team and a leadership team:
• This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the the duty station/assignment location.

• Consultants shall perform the work as independent contractors in a personal capacity, and not as a representative of any entity or authority. The execution of the work under a consultant contract does not create an employer/employee relationship between WHO and the Consultant.
• Strong written and oral communication skills (writing of analytical texts, proposal/concept note, summary, Terms of Reference, strategic plan conduct of meetings and delivery of presentations inadept at using social media and familiar with common video conference platforms.

• 1 (one) expert on biotechnology/laboratory/biosafety-biosecurity/laboratory-based surveillance
• Leadership team will prepare the 6 (six) key activities and feasibility as well as develop draft of workplan and overall strategy of the Centre, based on 5-year Scope of Work of ACPHEED, adopted by the ASEAN Health Ministers Meeting (AHMM) in 2020. The Leadership team will be out-sourcing, consists of 6 (six) persons who has qualifications and skill/technical skill and knowledge as follows:
• Provide input to the development of the concept of the ACPHEED for Detection Risk Assessment based on 5-year Scope of Work of ACPHEED, adopted by the ASEAN Health Ministers Meeting (AHMM) in 2020 and working mechanism with 2 other ACPHEED and ACPHEED Secretariat
