Purpose of consultancy

The purpose of the establishment of the Leadership team is to support Indonesia’s role as the host country of ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) Detection and Risk Assessment in preparing organizational foundation and operationalization of ACPHEED.


Background

Agreement was reached on the hosting of ACPHEED through the “Results of the Trilateral Ministerial Meeting (Indonesia, Thailand, Viet Nam) onACPHEED”, held on 13 May 2022 and subsequently reported at the 15th ASEAN Health Ministers Meeting (AHMM) Retreat and articulated in the Joint Statement of the 15th AHMM.


In parallel with the drafting of ACPHEED Establishment Agreement by ASEAN Senior Officials Meeting on Health Development (SOMHD), referring to the Roadmap of the ACPHEED Establishment recommended by the Feasibility Study, Indonesia as the host country of ACPHEED Detection and Risk Assessment will and to work on the Centre establishment by preparing 6 (six) key activities and feasibility:

  1. Governance and operating model
  2. Organization
  3. Talent
  4. Finance
  5. Infra-structure
  6. Regulation/law


The roadmap of ACPHEED Establishment is as follows:

  1. Scope of work of the ACPHEED which includes the mission, strategic focus pillars and overarching themes and priority minimum and intermediate capabilities of ACPHEED.
  2. The ACPHEED Detection and Risk Assessment in Indonesia will have 2 (two) sub-pillars, which are surveillance/field epidemiology andlaboratory. Those will be underpinned by three overarching themes, namely: information sharing and analytics; capacity building andinnovation coordination and support.
  3. To prepare the 6 (six) key activities and feasibility study, Indonesia will establish an assistance team and a leadership team:
  • Assistance team will support the Leadership team by providing strategic direction and approval of the outcome documents, before going to the SOMHD discussion for further discussion and endorsement. The members of Assistance team will be representatives of relevant technical units within Ministry of Health and other related Ministries.
  • Leadership team will prepare the 6 (six) key activities and feasibility as well as develop draft of workplan and overall strategy of the Centre, based on 5-year Scope of Work of ACPHEED, adopted by the ASEAN Health Ministers Meeting (AHMM) in 2020. The Leadership team will be out-sourcing, consists of 6 (six) persons who has qualifications and skill/technical skill and knowledge as follows:

o 1 (one) Head/manager

o 1 (one) expert on EID/PHE/surveillance/epidemiology

o 1 (one) expert on biotechnology/laboratory/biosafety-biosecurity/laboratory-based surveillance

o 1 (one) technical officer

o 1 (one) digital technology information system officer

o 1 (one) project officer


Deliverables

  • Contribute to the development of the draft of workplan and overall strategy of the Centre, based on 5-year Scope of Work of ACPHEED
  • Seek and build potential partnerships
  • Provide input to the development of the concept of the ACPHEED for Detection Risk Assessment based on 5-year Scope of Work of ACPHEED, adopted by the ASEAN Health Ministers Meeting (AHMM) in 2020 and working mechanism with 2 other ACPHEED and ACPHEED Secretariat
  • Communicate and coordinate with existing networks/mechanisms
  • Support the preparation of Indonesia’s position related to 6 (six) key activities and feasibility and build agreement on the establishment agreement
  • Support the preparation of the 6 (six) key activities and feasibility
  • Other assignments within the ACPHEED context
  • Launch the Centre


Logistical and administrative work

  • Other assignments within the ACPHEED context
  • Assist in preparing ACPHEED Detection and Risk Assessment-related meetings that need to be conducted by MOH Indonesia
  • Maintain email communication
  • Coordinate and communicate with internal and external stakeholders, under supervision and guidance of the Government of Indonesia
  • Report and follow up on the outcome of the preparation meetings


Activity 2.1.

  • Develop guideline and tools for risk assessment standardization for EID and epidemic and pandemic potential diseases at the regional level
  • Develop situational analysis materials about epidemiological analysis including risk assessment for EID and Outbreak Potential Diseases in regional and global level for Asean Member States (AMS) as early warning system
  • Develop training modules on field epidemiological analysis including field investigation and risk mapping, to inform response and policy decisions


Activity 2.2.

  • Undertake threat and hazard identification in the ASEAN region
  • Identify the risk assessment mechanism in each AMS and develop risk assessment tools for EID, including but not limited to COVID-19
  • Provide epidemiological analysis, develop analytical approaches, and help build analytical capacity pertaining to EID and outbreak potential diseases
  • Conduct assessment of the early warning system (including reporting and recording system) in AMS to develop epidemiological data infrastructure
  • Manage capacity building and training to AMS and partners, including Ministries of Health, with focus on enhancing field epidemiological analysis
  • Provide recommendation to AMS regarding to risk assessment
  • Assess and strengthening the capacity of PHEOC officers in AMS

Qualifications, experience, skills and languages:

Education requirement:

Essential: Master’s Degree from an accredited university in Public Health, preferably with concentration in Biostatistics or Epidemiology


Experience:

Essential: At least 5 years experiences in surveillance, preferably related to EID and epidemic and pandemic potential diseases, pandemic preparedness, andresponse

Desirable: Experience in developing/advocating for best practices in field epidemiology and surveillance; teaching or training is more desirable.


Required Skills:

  • Knowledge in programme management
  • Ability to work harmoniously in a team, ability to adapt to diverse cultural environments and to maintain high standards of personal behaviour.
  • Familiar with health issues at the regional and global level,
  • Proven ability to listen, conceptualize, innovate, plan, and execute ideas as well as transfer knowledge
  • Knowledge of epidemiology and biostatistics
  • Ability to write reports and technical documents in English
  • Knowledge of risk assessment, epidemic and pandemic preparedness, readiness, and response
  • Data analysis (SQL, Microsoft, power BI, python/R), data visualization (tableau, GDS, SQL, python/R, ESRI), analytical skills, complemented by good interpersonal skills
  • Ability to work under pressure and to develop innovative approaches


Language:

Proficiency in written and spoken English


Location:

The Leadership team will be based in the Centre of Global Health and Technology Policy or the office of ACPHEED. The Leadership team will be sunset ones the Establishment Agreement has been concluded and the recruitment of ACPHEED officers has been conducted. The technical officers will work under the direction and supervision of the Director of the Centre of Global Health and Technology Policy of the Ministry of Health of Indonesia.


Travel:

The Consultant is expected to travel, including for taking up assignment which occurs further on during the consultancy period. This includes the cost incurs from a one-time assignment to support ACPHEED related meetings (flight ticket, hotel, per diem). The travel dates is TBC basis, with WHO approval prior to the travel.


Remuneration and budget (travel costs are excluded):

  • Remuneration: NO.B (Maximum Approx 80,000,000/monthly)
  • Expected duration of contract: 6 – 8 months
