Management Sciences for Health (MSH) is seeking a TB Drug Management Advisor for USAID BEBAS-TB 5-years activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient centered comprehensive TB services.
OVERALL RESPONSIBILITIES:
Under the leadership of the Technical Director, the TB Drug Management Advisor’s responsibilities will include overall strategic planning, coordination, and technical direction of drug management activities to ensure drug logistics management systems, distribution, stockout monitoring, pharmacovigilance at national, provincial, district, public and private health facilities are in place and provide technical capacity building at each level. They will work closely with the advisors and all project team to ensure progress is being achieved towards ensuring quality drug management services and the overall activity goal.
The TB Drug Management Advisor will be expected to maintain MSH’s professional and procurement integrity standards in all activities.
SPECIFIC RESPONSIBILITIES
- Assist NTP, provinces and district health offices to follow TB morbidity guided drug needs forecasting and also distribution to the health facilities.
- Mentor and provide technical assistance to BEBAS-TB team, NTP, provinces and district health offices and health facilities on TB dug management.
- Collaborate with other organizations from public and non-public sectors in quantifying national needs, map available resources and develop a coordinated quantification, procurement, distribution, and monitoring systems.
- Deliver training, as required, including on the job training (OTJ), and training of trainers (TOT).
- Represent BEBAS-TB Activity on the national TB, TB/HIV and MDR/XRD TB working groups.
- Lead the implementation of TB patient drug kits in the project provinces.
- Prepare routine and ad-hoc reports as required and support the analysis of TB related data to inform the TB program.
- Support the design and implementation of TB drugs LMIS tools, operational guidelines, manuals, and procedures.
- Actively participate in national drug and supplies quantification, designing distribution systems, stockout monitoring and pharmacovigilance activities.
- Perform other duties as required.
QUALIFICATIONS
- Professional Degree in pharmacy or related discipline.
- Significant work experience, a minimum of 7+ years in pharmaceutical /public health management with relevant experience in pharmaceutical management and training for TB.
- Excellent diplomacy and interpersonal skills, sound judgment, and communications skills.
- Ability to handle multiple tasks simultaneously, set priorities, and work independently.
- Demonstrated computer skills; knowledge of appropriate methods for data analysis and reporting.
- Willingness to travel frequently (up to 50% time) within Indonesia required.
- Strong organizational skills and ability to work flexibly in a team-oriented, culturally diverse environment.
- Fluency in written and spoken English; and fluency in Bahasa Indonesia
- Knowledge and comprehensive understanding of Indonesian’s public health and pharmaceutical sector and long-term work experience in Indonesia preferred.
