Senior Multi-Drug Resistance Tuberculosis Advisor

Management Sciences for Health (MSH) is seeking a TB Advisor for USAID BEBAS-TB 5-years activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient centered comprehensive TB services.

OVERALL RESPONSIBILITIES:

The MDR-TB Advisor will be responsible for the overall technical direction of drug resistance tuberculosis related activities for the BEBAS-TB Activity. They will work closely with members of multidisciplinary senior advisors to ensure efficiency and effectiveness of interventions and with the MERL Director and the team to ensure progress is being achieved towards drug resistance tuberculosis.

The Advisor is responsible for assuring a strong linkage between the public health and population approaches of technical assistance in TB, TB/HIV and MDR TB and will work closely with project , NTP, provincial, and district health offices to ensure a standard and integrated approach to build the capacity of health workers in public and private health facilities in diagnosing and treating drug resistance tuberculosis.

The Advisor will be expected to employ a “hands-on” technical approach. Specific emphasis will be placed on program management, and quality DOTs implementation and DOTs expansion, with a focus on increasing MDR-TB case notification and improving the quality of care and treatment of patients.

The Advisor will be expected to maintain MSH’s professional and procurement integrity standards in all activities.

Specific Responsibilities

Provide technical and managerial support, including capacity building, to BEBAS-TB provincial teams, provincial, district and PHCU level mentors as well as public and private health facilities of at all tier levels. Provide technical assistance to the NTP to introduce the new short term MDR-TB drugs in the country Provide technical assistance to the project and public and private sector counterparts in monitoring and evaluation of MDR-TB programs, case notification, infection control and improving the treatment adherence. Ensure timely data collection, collation and reporting of data. Represent MSH at NTP lead technical working groups related to drug resistance tuberculosis. Contribute to operational researches related to MDR-TB Perform other duties as required.

Qualifications

• Excellent organizational and prioritization skills, and attention to detail.
• Proven ability to develop effective working relationships.
• Ability to travel frequently within the country.
• Previous experience in MDR-TB technical support and/or management of patients
• MD plus certificate in internal medicine or MPH or equivalent.
• Minimum 7 years of experience, including prior experience with TB, and MDR TB. 10 years preferred.
• Previous USAID experience preferred.
• Demonstrated ability to communicate clearly and concisely in written and spoken English.
