Job Description
Background


I. BACKGROUND


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.


UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework, because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolutions after, WPS agenda continues to expand its footprint in global policy making.


Indonesia is one of the lead ASEAN Member States to advance WPS agenda in the ASEAN region, particularly around issues of conflict prevention, peace mediation and negotiation including counter terrorism (CT) and prevention of violent extremism (PVE), women in peace keeping operation among others. Under the UN Women Indonesia SN-AWP 2021-2025, governance and WPS is one of the programme priorities funded by various donors. It is also fully aligned with Indonesia UNSCDF 2021-2025.


In Indonesia, UN Women Indonesia Country Office Programs are guided by the Strategy Note 2021-2024, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and UN system in the country. The Country Office is currently managing four major programmes/portfolio, namely, Women’s Economic Empowerment, Ending Violence Against Women (EVAW), Governance and Women, Peace and Security (WPS) and Humanitarian and Disaster Risk Reduction.


Under the guidance of the Governance, and Women Peace and Security and Humanitarian Action (WPSHA) Thematic Lead and direct supervision of the Programme Analyst for Governance/Women, Peace and Security, the Consultant is responsible in providing technical support for the management and implementation of the WPS programme in Indonesia, including the monitoring and evaluation (M&E), and reporting of the portfolio.


Duties And Responsibilities


II. SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES


Under the overall guidance and supervision from the Programme Management Specialist/Head of Programmes, the consultant will undertake the following tasks:


  • Contribute to monitoring and reporting for the Women, Peace and Security portfolio of UN Women Indonesia CO;
  • Gather and compile all information necessary for results-based monitoring and reporting on the assigned project portfolio;
  • Ensure that strategies and implementation of social norm/behavioral change align with technical work to advance the WPS agenda and coordinate cross thematic linkages to promote gender mainstreaming into programme interventions within UN Women Indonesia/ASEAN programmes, key relevant partners and stakeholders.
  • Provide substantive inputs to donor and UN Women reports.
  • Work closely with UN Women Indonesia country office and provide support on contextualizing/localizing programme documents, country strategies, and knowledge products on Women, Peace and Security;
  • Review, analyze and contribute to the evaluation of the effectiveness of social norm/behavioral change programs/projects/components and make recommendations for improvement.
  • Provide support for national activities and strategies addressing Women, Peace and Security, and their incorporation into CO Strategies and annual work plan;
  • Contribute to building strategic partnerships and contribute to the implementation of resource mobilization strategies for the Women, Peace and Security portfolio;
  • Provide technical support to the inception phase of the Netherland funded programming on Women Peace and Security, including coordination of programme implementation under the Women, Peace and Security portfolio with particular focus on community-based initiatives, including peace villages initiative.
  • Develop tools for the design and implementation of specific social norm and/or behavioral change technical components; ensure project implementation adheres to the appropriate ASEAN and Indonesia strategies and remains technically sound.
  • Provide inputs to annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Contribute to creating linkages with existing Women, Peace and Security programmes/projects, including support collaboration with other thematic areas such as those related to climate change and disaster risk reduction; violence against women/trafficking; and women economic empowerment.
  • Provide support in knowledge building and sharing efforts on the Women, Peace and Security programming in Indonesia;


III. CONTRACT PERIOD AND WORK LOCATION


The period of this consultancy is from 1 May – 31 October 2023. The consultant will be based in Jakarta, Indonesia and/or home-based and at the UN Women Indonesia Office or other locations as required.

Required Skills And Experience


VI. REQUIREMENTS AND QUALIFICATIONS


  • Fluency in English is required;
  • Minimum 7 years’ progressively responsible experience at the national and international level in design, planning, implementation, monitoring and evaluation of development programmes;
  • Experience in leading/managing a team;
  • Knowledge of other UN official working languages is an asset.
  • Proven experience in integrating gender equality concepts into regional/global frameworks;
  • Excellent proven communications and negotiation skills;
  • Experience coordinating and liaising with government agencies and/or donors, in particular ASEAN, is a significant advantage;
  • At least a Master’s degree or equivalent in human rights, law, public administration, political science, economics, social sciences, international development, or a related field.
  • Technical experience in women, peace and security, preferably with field experience in managing and/or overseeing programmes in this area;
  • Experience working in the UN System is an asset.
  • Experience and/or knowledge of the Asia-Pacific region is a very strong asset;

The evaluation will be based on the combination of the weighted technical and financial scores (80 per cent technical and 20 per cent financial).
