Activities Background

PT SMI has a commitment in implementing sustainable development values in the projects financed by PT SMI, in which Gender Equality and Social Inclusion (GESI) is included one of the values. In October 2020, PT SMI issued GESI mainstreaming guidelines. Following that, in December 2021 the Directors of PT SMI approved the development of the task force for GESI mainstreaming implementation.

USAID SINAR will support PT SMI in benchmarking study for GESI mainstreaming in a development bank or Special Mission Vehicle (SMV) that have similar business or mandate with PT SMI as a SMV of the Ministry of Finance for infrastructure financing. The objective of this activity is to understand PT SMI’s position in GESI mainstreaming compared to the other financial institutions. Moreover, PT SMI will use this study as reference in improving the GESI guidelines and implementation in PT SMI’s business.

Position Summary & Job Purpose

We are recruiting for an experienced GESI Specialist as a Short-Term Technical Assistance (STTA) position to be responsible for conducting the benchmarking study for GESI mainstreaming to other development banks or SMVs that have the similar business or mandate with PT SMI. Position Responsibilities

• Perform literature review for GESI mainstreaming in development banks or SMVs, including identify and provide rationale for the institution(s) that is suitable as the benchmarking subject. The identified institution(s) should have similar business or mandate with PT SMI. The institution(s) can be a unit or part of organization.

PT SMI must approve the identified institution(s).

• Background and objective
• Develop the following reports. Each report should, at the minimum, consist of:
• Facilitate contact, communication, and relationship to identified institution(s).
• Work plan report
• Facilitate the development of benchmarking study for GESI mainstreaming in form of desktop research, survey, interview, Focus Group Discussion (FGD), and visitation.

ii. Identification and rationale for the institution(s) that is suitable as the benchmarking subject.

iii. Work plan and indicative timeline

• Survey report
• Background and objective

ii. Methodology for information gathering, data validation, and analysis.

iv. Number and composition of respondent profiles

• Comparison of gender equity position/level on PT SMI and benchmarking institution(s) and contextual analysis for both related to mainstreaming GESI in its business process (internal and external).

vi. Annex – Consists of survey, interview, FGD report, and activity report for visitation (if any)

• Develop presentation to the management of PT SMI for the result of the GESI benchmarking study.
• Presenting the result of the GESI benchmarking study to the management of

PT SMI.

The STTA must produce the indicative output list that is inclusive but not limited to:

• Report of benchmarking study for GESI mainstreaming in development banks/SMVs.
• Report for survey, interview, FGD, and activity report for visitation related to benchmarking study for GESI mainstreaming.
• Presentation materials to be presented to PT SMI’s management.

Essential KSAs Required (experience, Skills, Education, Certification, Etc.)

• Indonesian national or current resident of Indonesia
• Three years or more of progressively responsible on study or research on GESI in financial institutions and energy sector.
• Bachelor’s degree in economics, finance, or social science with minimum of 10 years’ experience in GESI related issues. Master’s degree is desirable.
• Fluent in Bahasa Indonesia and English (reading, writing, and oral presentation)
• Having a robust and strong understanding and knowledge of GESI and financial industries is a must.

Valued But Not Required KSAs

• Existing working relations with the Ministry of Finance and other financial institutions
• Have proven exposures related to GESI. Exposure can be as a researcher, involved in programs related to GESI and the financial institutions sector.
