Purpose of the positions


To support the implementation of the WHO Country Office’s program on the environmental health climate program and coordinate with relevant government counterparts, development partners, and NGOs in a specific thematic area under environmental health programs; provide technical assistance to advocate WHO guidance; and contribute to the development, implementation, and evaluation of the environmental health programs and initiatives.


Background


The environment and climate change risks continue to drive changes in the burden of diseases in Indonesia, both communicable and non-communicable diseases (NCDs). WHO recorded that Indonesia accounted for an estimate of 15.8 deaths per 100,000 population attributed to unsafe Water, Sanitation and Hygiene (WASH) services in 2019. The figure is even higher for deaths associated with household and ambient air pollution, which contributed to 73 deaths per 100,000 people, in the same year. Climate change is also a major risk for people’s health and wellbeing. With extreme weather events, those who are vulnerable or live in vulnerable conditions are at higher risk of disease.


WHO Indonesia aims to enhance capacity and governance of the government of Indonesia through evidence-based policies and actions, awareness raising, and capacity building under the key environmental health focuses, which include air pollution, WASH, waste management, climate change, chemical and radiation safety, and food safety.


The purpose of this vacancy is to develop a list of qualified candidates to support WHO’s work in environmental health issues. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling within the required area of work or for similar requirements/tasks/deliverables.


Deliverables


The Consultant Is Expected To Perform a Variety Of Tasks, Including But Not Limited To The Following


Specific deliverables will be pre-defined for each consultancy.


  • Contribute to the national capacity building activities for specific environmental health interventions
  • Promoting advocacy to integrate environmental health programs with other health programs.
  • Contribute to strengthening coordination and collaboration among environmental health stakeholders.
  • Collect, synthesize, and disseminate best practices and lessons learned from national, regional, and international environmental health activities.
  • Contribute to the development of the technical background papers and reports of specific environmental health focus.
  • Contribute to the modeling of robust approaches and innovations.
  • Contribute to the improvement of routine environmental health monitoring, surveillance, and its information system.


Educational Qualifications


Qualifications, experience, skills, and languages:


Essential: Bachelor's degree in environmental health, public health, medicine, environmental engineering, civil engineering, environmental science, agriculture, microbiology, food technology, toxicology, or any related fields.


Desirable: A master's degree in environmental health, public health, medical, environmental engineering, civil engineering, environmental science, agriculture, microbiology, food technology, toxicology, climate change science, or any related fields.


Experience


Essential: At least 5 years of professional experience related to environmental health, air pollution, WASH, waste management, climate change, chemical and radiation safety, and food safety.


Desirable: WHO seeks highly qualified candidates with strong experience in:


  • Water safety: drinking water quality, surveillance and monitoring, water safety plan (WSP), Water, Sanitation and Hygiene for Health Facility Improvement Tools (WASH FIT), recreational water quality.
  • Waste management: wastewater management and surveillance, medical waste management, municipal waste, green health innovations, microplastics, e-waste
  • Sanitation: sanitation safety planning (SSP), inspection and monitoring, sanitation safety planning, budgeting, and financing, policy related to water safety, hand hygiene, and menstrual hygiene management
  • Food Safety: Food Control System Assessment, Hazard Analysis, Critical Control System, Foodborne Disease Surveillance, and Inspections
  • Generic environmental health relevance: planning, budgeting, and financing for environmental health; environmental health policy; health promotion and healthy systems; environmental health information systems; applied and renewable energy for environmental health sectors; environmental health actions during emergencies
  • Radiation: natural and artificial exposures, electromagnetic field exposure, radiological emergencies
  • Chemical safety: clinical management for chemical exposure, environmental health risk assessment for chemical exposure, chemical risk mitigation, poison center management
  • Climate change: modeling climate and health projection and surveillance; community-based climate and health interventions; health adaptation and mitigation; climate resilience (CR) for health actions (including CR-WSP; CR-SSP; CR-health care facilities; CR-health system); climate change and health impacts; a sound agricultural system; and a land use farming system
  • Air Pollution: Air pollution monitoring and surveillance, indoor and ambient air quality, healthy housing, clean air

Skills/Technical Skills And Knowledge


  • Knowledge of global environmental health issues, approaches, theories, principles, tools, and methods in specific environmental health areas are preferable
  • Good interpersonal skills, ability to work as a consultant, and bridge the communication among relevant multi-stakeholders.
  • Self-motivated with the ability to work with minimal supervision.
  • Good understanding of national targets and goals related to environmental health
  • Ability to participate actively and cooperatively in knowledge sharing at various levels and to coordinate the Government of Indonesia’s agencies, international/ bilateral, NGOs/INGOs, etc.


Language Requirement


  • Expert knowledge of English.
  • Expert knowledge of Local language (Indonesian).


Place Of Assignment


Jakarta, Indonesia with possibility to work remotely depending on the task


Remuneration And Budget (travel Costs Are Excluded)


  • Expected duration of contract: Within July 2023 – December 2025; Depending on the task, a consultant may be hired for short term (less than 3 months) or more than 3 months
  • Remuneration: Payband level TBC - Remuneration currency - IDR


Additional Information


  • WHO shall have no responsibility whatsoever for any taxes, duties, social security contributions or other contributions payable by the Consultant. The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
