Background.
SNV the Netherlands Development Organization
SNV is a mission-driven global development partner, rooted in the contexts and societies where we work. And that mission is to strengthen capacities and catalyse partnerships that transform the agri-food, energy, and water systems to enable sustainable and more equitable lives for all. We are one team of over 1,600 people, the vast majority of whom come from the contexts where we work, in more than 20 countries in Africa and Asia. In Indonesia, SNV started to operate as Lembaga/ Badan Kerjsama Asing in 2013 following approval from Ministry of Foreign Affair and MOU with Ministry of Home Affair as its main partner. SNV has running active projects in several provinces including North Sumatera, South Sumatera, Jambi, West Java, and West Kalimantan.
Agrifood Sector.
Despite the significant contribution from SNV to build and strengthen agriculture globally that focus on increasing farmer income through improving production and quality, the global community faces more complex problem consisting of poor diets, chronic diseases, climate change, environmental crises, urbanization, and income inequalities are all linked.
SNV needs to transform agriculture into the agrifood sector by widening the systemic lens analysis not only from Agri input to the marketing of agriculture products to increase the income of smallholders but also, consumption and waste management to support the global community to access healthy diets for all and reduce waste management. The transformation of agri-food systems is central to the strategies and plans of key global agriculture organizations, governments, and financiers.
SNV’s Agri-Food Sector aims: ‘to support the equitable transition to sustainable and resilient agri-food systems that deliver food security and adequate nutrition for people in all their diversity in such a way that the economic, social, and environmental bases are safeguarded for future generations’. Agrifood sector will contribute to three impact areas below:
Food Security and Healthy Diets.
Improving the availability, affordability, accessibility, acceptability, and attractiveness of nutritious food, enhancing the nutrition resilience of vulnerable rural and urban populations, and reducing food waste by consumers.
Sustainable Agri-Food Production.
Increasing the climate-resilient production of nutritious food by farmers, pastoralists, and agri-businesses, reducing food losses in the production of food, and contributing to the restoration and sustainable use of natural and productive resources.
Socio-Economic Participation and Empowerment.
Building resilient livelihoods with improved incomes and dignity for our priority populations, contributing to the adoption of inclusive and equitable policies, increasing the practice of equitable norms, and building equity in access & control over productive resources to foster social cohesion and peace. To achieve those impacts, the SNV agrifood sector will implement the following products and detailed approaches and what the key performance indicators that will be monitored globally.
Resilient and Productive Landscapes.
• Sustainable intensification and regenerative agriculture
• Sustainable pastoralism and climate-positive livestock and dairy
• Climate adaptation services for small-scale farmers
• Agri-food landscapes management and restoration

Inclusive Markets and Impact Investment.
• Transform markets of climate smart and nutrition sensitive products and services
• Improve business performance and increase diversity of market actors on climate adaptation and nutrition.
• Increase investment from the public and private sector to narrow the adaptation gap
• Create an enabling environment for roll out of GESI responsive climate smart agriculture at scale.

Agrifood Country Outlook will be a crucial document for SNV ID to drive the Agrifood sector development, to provide strategy of business development and project implementation, and to provide information for potential partners, donors, and Government of Indonesia through Minister of Home Affairs, provincial and district governments. To develop this document, SNV requires a consultancy service from research firm or individual consultant to conduct the research and analysis and develop Agrifood Country Outlook in English and Bahasa.
Consultant Roles.
- Conducted research and interview with key stakeholders including potential donor, partner, government.
- Facilitate small workshop with internal SNV team to discuss the content of Agrifood Country Outlook inclusively.
- Facilitate workshop with external key stakeholders to discuss content of Agrifood Country outlook in particular chapter 3 and 4 in the table above.
- Drafting the Agrifood Country Outlook.
- Elaborate the feedback from selected PMs, SL and CD SNV ID.
- Finalizing the Agrifood Country Outlook.
Period of Service.
The assignment will be starting from August-October 2023.
Consultancy Criteria.
1. At least a master’s degree in Agriculture, Agribusiness, Rural Development, Environmental Economics or a team with more than one expertise.
2. Has experience in developing a high strategic document (send the example of writing to procurement).
