Job Description
Banyan Global is an international development consulting firm committed to improving livelihoods through market approaches for a broad and lasting impact. Banyan Global operates seamlessly within six practice areas youth and workforce development, finance and investment, enterprise development, gender, health, and evaluation and learning.


Banyan Global is recruiting a Deputy Chief of Party for the USAID-funded Partnerships for Productivity (PADU) Activity. USAID PADU is a five-year activity that aims to enhance private sector investment in technical and vocational and education training (TVET) institutions through partnerships with private sector firms and government-owned vocational training centers called Balai Latihan Kerja (BLKs). Banyan Global is working to facilitate and catalyze the establishment of partnerships to improve the capacity of BLKs to address skills gaps in the labor market and promote the implementation and utilization of tax deductions/incentives for the private sector.


The Deputy Chief of Party (DCOP) will be responsible for the operational, contractual, and financial compliance of services delivered under the award. The position is full-time, based in Jakarta, and contingent on funding. Only Indonesian candidates will be considered.


  • Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Experience providing training and capacity building to the finance/administration staff of the project and/or sub-contractors/grantees’ team.
  • Willingness to travel to project sites in other provinces.
  • Oversee project budgeting and ensure transparency and quality control of project financial management.
  • Demonstrated ability to lead complex teams with strong program management to meet deliverables, demonstrating outstanding supervisory, facilitation, and interpersonal and teamwork skills.
  • Experience using and applying methods, tools, (platforms, applications) and techniques for managing tasks and action plans preferred.
  • The DCOP will work with the Chief of Party (COP) to manage the program's implementation and oversee the performance, management, and operations (finance, contracts, grants, etc.).
  • Strong organizational and planning skills.
  • Ensure adherence to all relevant U.S. government, Banyan Global, and host country rules, regulations, and laws, including those related to procurement and labor and employment.
  • Demonstrated ability to work both independently and as a positive team player, assessing priorities, applying creative problem-solving, and managing a variety of simultaneous activities with attention to details, and produce quality results in timely manner; including tight deadlines.
  • Serve as a human resource manager for the project team.
  • Progressive leadership experience on USAID or other donor-funded activities in Indonesia, including as a liaison with external partners and clients.
  • Excellent oral and written communications skills, including professional fluency in written and spoken Indonesian and English.
  • Indonesian citizen.
  • Proficiency in the use of Microsoft office application packages like Excel, Word, or other customized project management software and comfort in a Windows PC environment.
  • At least 10 years of relevant experience working in international development and minimum 7 years of experience working on USAID projects with experience managing the contracts, finances, human resources/personnel, and operations of those USAID projects, working in a supervisory capacity.
  • The DCOP is expected to assist the Chief of Party in interacting with a range of stakeholders representing the project, including USAID, the private sector, host country officials, and other relevant stakeholders.
  • Strong organizational and financial management skills, analytical ability, and good judgement
  • Demonstrated experience with local and USAID policies and regulations, including subcontractors/grants, vendor/partner management, registration, financial procedures, start-up, and close-out procedures.
  • Demonstrate diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, innovation, and support for diversity.
  • Oversee project grants and/or subcontractors’ operations including development, and implementation of, streamlined approval and oversight procedures.
  • Other related duties as assigned.
  • Assist with high-quality, timely, and complete submission of work plans, financial reports, performance reports, deliverables etc.
  • Bachelor’s degree or higher in a field related to workforce development or project and finance management, such as education, accounting, economics, business, business administration, international development, or organizational development; master’s preferred.
  • Serve as liaison and representative of Banyan Global to its headquarters in Washington, DC for all budget, financial management, contractual, and operational issues.
