The Programme Is Articulated Interdependent Work Streams
UNDP Indonesia and the Ministry of Health have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020-2023 Health Governance Initiative (HEART) Program that focus on the support to strengthen Indonesia’s health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at USD 40 million. To facilitate opportunities for integrated policy and programme solutions, the project has been designed so that the outputs are mutually reinforcing, harnessing interlinkages across project components.
  • Accelerating digital transformation of the health system,
  • Promoting cost-effective medicines, vaccines, and diagnostics through Health Technology Assessments
  • Capacity Development and Innovative Solutions for implementation of national health programmes (Programmatic, grant management, procurement, and logistics management information systems), including the new Biomedical Genome Science Initiative (BGSI),
  • Improving distribution of vaccines for routine immunization and COVID-19, facilitation of South-South exchange of knowledge and technology for the development and implementation of SMILE for the distribution of vaccines for routine immunization and for COVID-19,
  • Strengthening an enabling policy and environment, regulatory and institutional environment for access to new health technology,
  • Technical support for and quality assurance for financial management to Principal Recipient AIDS, TB, Malaria funded program by the Global Funds for ATM,
  • Promoting application system for medical waste management by developing digital waste management IOT application which able to track capacity of waste management from service to end sites.
To this end, Budget Management Associate will support UNDP Health Governance Cluster and will be technically supervised by the National Technical Specialist for HEART Cluster in the Health Governance Cluster and will collaborating with other teams in Health Governance Cluster and the Democratic Governance and Poverty Reduction (DGPRU).
The main role of the Associate is to support delivery of the cluster/projects by entering and managing project data in UNDP’s corporate systems and by providing daily technical/financial support to cluster/project implementation consistent with UNDP rules and regulations. The incumbent will also conduct project quality assurance, and deal with relevant operational issues including support to regular monitoring. The Budget Management Associate may supervise clerical and the administrative support staff. The Associate works in close collaboration with the project team, operations units, and programme staff in the CO to resolve complex finance-related issues and to ensure adequate exchange of information.
Duties And Responsibilities
The National Personnel will carry out functions in close coordination and supervision of the National Project Specialist for HEART. She/He will work closely with Project Management Unit HEART, project team (FMTA, SMILE, BGSI, and other projects in HEART), operations units, and programme staff in the office to provide administrative, payment, procurement assistances operations units, and programme staff in the office to resolve complex finance-related issues and to ensure adequate exchange of information.
Provides Effective Support To Management Of The Budget And Financial Management Of The Heart Cluster Within The Cluster Assigned Focusing On The Achievement Of The Following Results
  • Effective support to the National Technical Specialist in putting together background information to assist in drafting project documents, work plans, budgets, proposals, etc.;
  • Updated database of active development partners, donors and private sector actors in Indonesia.
  • Provision of financial administrative support to regularly update the project management module in UNDP’s system (Quantum, UNALL and others). This data helps UNDP to report on its Country Programme Action Plan and contribution to the UN Partnership Development Framework(UNPDF) with Indonesia;
  • Effective support to the management, accounting and administration of budgets for the programme in general and for specific projects;
  • Presentation of information for audit of NIM projects, supports implementation of audit recommendations.
  • Provision of finance related guidance to the executing agencies on routine implementation of projects;
  • Timely creation of a well-prepared budget revisions and timely submission to Finance Resource Management Unit (FRMU), timely data collection to support project monitoring, including the delivery of project outputs against resources utilized; determination of unutilized funds, proper operational and financial close of projects;
Provides Effective Accounting And Administrative Support To The Portfolio In General And To Specific Projects Within The Cluster Assigned Focusing On Achievement Of The Following Results
  • Effective and timely monitoring of the Accounts Receivables for the projects and follow- up with partners on contributions;
  • Effective and timely monitoring of the Accounts Receivables for UNDP projects and follow-up with partners on contributions
  • Provision of administrative support for presentation of the project to the Project Appraisal Committee. Assistance with the finalization of the donor contribution agreement;
  • Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum.
  • Provision of administrative support for presentation of the project to the Project Appraisal Committee. Assistance with the finalization of the donor contribution agreement;
  • Provision of financial administrative support for regular project board sessions to review progress against deliverables and targets;
  • Provision of financial management support for regular project assurance monitoring (IPAR), active role in discussions to identify project operational and financial problems, development of solutions;

  • Timely and accurate support for the portfolio in general and to specific projects within the cluster assigned in creating voucher, issuing requisition, budget checking and receipting in Quantum.

Supports resource mobilization focusing on achievement of the following results:
  • Timely review of contributions agreement, and accurate account to record contribution;
  • Structured documentation of all information and communication with donors related with financial, budget, relevant workplans;
  • Proper management and administration of budgets, regular monitoring for the mobilized resources within the assigned cluster and regular financial monitoring/spot check exercise to implementing partner and or responsible party;
  • Provision of advice and updated review on the overall budgetary and financial situation of development projects, including resource mobilization and expenditures status and performance vis-à-vis targets.
  • Preparation of financial reports for donors according to donor’s requirements and schedule of reporting;
Supports knowledge building and knowledge sharing focusing on achievement of the following results
  • Contributions to knowledge networks and communities of practice
  • Synthesis and documentation of lessons learned and best practices in project support management;
  • Organization of trainings for the operations/ projects staff within the unit;

Education
Required Skills and Experience
  • Bachelor’s degree in Finance, Business, Social Sciences, or other relevant fields of study would be desirable
  • High School as minimum requirement for the post, or
Experience
  • Relevant experience in administrative/ financial/ procurement/ asset management and project activities
  • Knowledge of and experience in supporting administration of multi donor projects will be highly desirable
  • Experience in the usage of computers and office software packages (MS Word, Excel,etc)
  • Strong knowledge and experience on budget related issues, accounting-spreadsheets are essential
  • Experience and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Experience in collecting, analyzing, and summarizing administration report.
  • Minimum 7 years of relevant experience for candidate with High School or minimum of 4 years of experience for candidate with bachelor’s degree in the field of development for project management support
  • Knowledge of and experience in supporting UN/UNDP projects will be highly desirable.
  • Experience using budget/ travel management using UN/ UNDP rules and regulation would be highly desirable
