Job Description

Role Purpose


The overall coordination of compliant delivery of the Skills for Inclusive Digital Participation (SIDP) which is a multi -country programme using project management, relationship management and co-ordination skills.


The role will work in close collaboration with internal and external stakeholders to manage and deliver allocated projects and provide a supporting function to co-ordinate and connect SIDP Project activity across the British Council’s global network.


The Senior Programme Manager will help to position and align the contribution of SIDP in the Non-Formal Education (NFE) portfolio and British Council’s cultural relations mission.


This role will also line manage the Indonesia Climate Skills Project Manager for a new global Non-Formal Education (NFE) programme which will skill-up marginalised young people to enable them to participate in a just transition away from fossil fuels.


Main Accountabilities But Not Limited To The Following


Leadership & Management


  • Manages the SIDP delivery teams and/or project team in Indonesia, Nigeria, Kenya and South Africa
  • Oversees delivery of the SIDP Project activities in line with our Centre of Excellence standards
  • Manages all Equality, Diversity and Inclusion (EDI) processes and ensures comprehensive use of internal tools in programme design and delivery. Maintains an oversight of the action plan developed through the use of internal EDI tools.
  • Line manages Climate Skills Project Manager Indonesia


Relationship & Stakeholders


  • Contributes to business development (identifies opportunities, brings partners on board, establishes partnerships)
  • Holds delivery partners to account including supply chain management where applicable.
  • Builds strong internal and external relationships and networks and communicates effectively internally and externally project successes, challenge and lessons.
  • Builds trusting relationships with partners and stakeholders connected to the Climate Skills programme.
  • Leads on relationships with delivery partners and stakeholders at a project/programme level.


Commercial and Financial Management


  • Delivers British Council, partner or client reporting (including, with Finance Manager, financial reporting) and ensure reports are prepared on time, to budget and to a high standard.
  • Ensure timely and accurate planning and forecasting, timely reporting of risks, including financial and identify opportunities and mitigation actions.
  • Manage and control the agreed budget, expenditure and income against plans, ensure accuracy of reports and ensure sound financial management and analysis across the portfolio through monthly finance reviews and quarterly business reviews.


Programme Management


  • Ensure that SIDP Project is compliant with all internal policies and processes (for example safeguarding, EDI, supply change management, social value and conflict sensitivity).
  • Supports the design of Monitoring and Evaluation (M&E) plans and results frameworks. Responsible for data management including timely data entry, quality assurance of data, undertaking basic analysis of monitoring data, and developing progress reports.
  • Works closely with sources of digital skills and expertise to ensure high quality digital inputs on programmes and projects.
  • Contributes to development of, owns and delivers, the Programme Management Plan
  • Undertakes lessons learned and action-reporting and shares learning for future design.
  • Manages, finance, procurement, compliance and reporting on a project/programme.
  • Identify risks in the SIDP project and put together mitigation strategies with self-regulatory organisation (SRO) on the project Risk Register.


Role Specific Knowledge And Experience


  • Experience of managing teams.
  • Experience in spotting risk in a project or programme and putting together successful risk mitigation with self-regulatory organisation (SRO)
  • Experience managing projects or managing aspects of programmes.
  • Experience of managing a wide range of stakeholders.
  • Experience of client management, partner management and/or contract management.
  • Knowledge and/or experience of working with at least two types of funding sources within a structured compliance regime.
  • Understanding of Monitoring and Evaluation (MEL) principles
  • Experience of managing multi country or large in-country programmes that have met project closure and audit standards.
  • Experience of conducting lessons learned reviews/After action reviews to inform future programme design and management.


Role Specific Skills


  • Good understanding and experience implementing multi-country projects.
  • Experience working with marginalised communities.

Requirements


  • Foundation level Project Management qualification (in-house training or evidence of Continuous Professional Development (CPD) in this area could be considered)
  • Role could require some domestic and international travel as required by the programme and some out of hours and evening work responding to or driven by programme/portfolio needs.
