Operational Context:
Background
Indonesia is a mandate operation providing key services to the refugees and the government spanning from Registration, RSD, Resettlement, support for Voluntary Repatriation. As of 2018 the operation increases its fingerprints in livelihood area, with modest progress against the context where refugees are not allowed to work. The country hosts some 12,760 refugees scattered throughout the country.
During the past five years, the programme in UNHCR Indonesia has been realigned to strengthen access to registration, documentation, RSD, and comprehensive solutions, while maintaining a strong focus on ensuring the needs of the most vulnerable are met, particularly women and children. The Operation has also been working with authorities and partners to provide emergency response to Rohingya refugees disembarked in Aceh by boats.
In 2022, the Office includes a workforce of 65 positions, 34 under UNHCR contracts and 27 under UNOPS contract, 1 ICMC and 3 DRC deployees. Some 10 positions are located outside Jakarta, i.e. Medan, Makassar, Tanjungpinang, Pekanbaru and Aceh.
The country has not signed the 1951 Convention or its 1967 Protocol, and at the end of 2016 a legislation on refugees was enacted, which increased its protection space, but the practical implementation especially on the reception arrangement needs to be strengthened.
The Programme Unit composes of 1 NB Associate Programme Officer, 1 G6 Programme Associate, 1 G4 Programme Assistant and 1 LICA-4 Programme Assistant. The incumbent will work under direct supervision of Associate Programme Officer.
In 2022 UNHCR embarked on a New Results Based Management for its planning and Implementation, and currently the Operation is carrying out its Multi-Year Strategy 2023-2025. New developments – including embracing the Sustainable Development Goals (SDGs), fulfilling our Grand Bargain commitments, and adopting the Global Compact on Refugees – are affecting not only how we operate, but also how we need to show results. As we adjust our way of working to adapt to this rapidly changing environment, we are facing challenges when implementing our established RBM approach.
Understanding the necessity to create more agility in shaping our operational management system, the RBM Renewal project is an organization-wide initiative to review and revise UNHCR’s approaches, processes and tools in implementing RBM.
Standard
Programme Assistant Organizational Setting and Work Relationships The Programme Assistant receives guidance from more senior programme staff and may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programme objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Assistant. The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. S/he is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Provide administrative assistance and support in routine services and activities within Programme. - Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. - Provide support to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. - Guided by the MFT approach, contribute to monitoring activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. - Assist in ensuring compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits - Use UNHCR¿s corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis. - Actively contribute to UNHCR¿s programming of community of practice and to the improvement of programming tools and processes. - Perform other duties as required.
