Job Description
OBJECTIVES OF THE PROGRAMME


WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office continually improves its administrative efficiency in managing financial and human resources in a results-oriented and transparent manner. This is crucial for the organization to deliver appropriate technical assistance to the Government. The objective of the Programme is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. Within this framework, activities include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO technical cooperation programmes at the country level. WHO needs the services of a national professional officer to provide management and operational support to MOH in order to reduce the human exposure to AI and other EID.


Description Of Duties


Under the direct supervision of Technical Officer (Avian Influenza) and overall guidance/ management of the Team Leader - WHE and WHO Representative to Indonesia, the National Professional Officer shall:


  • Attend and provide support to meetings as required with MOH, UN partners, local and/or international NGOs and donors.
  • Assist MOH in preparing and organizing meetings and workshops and to coordinate with other WHO offices and UN agencies as required and provide technical and administrative support.
  • Contribute to the Country Office website and social media in the area if avian and pandemic influenza and emerging infectious diseases.
  • Support the development and delivery of surveillance and response related training programmes and workshops, including development of curricula and training materials.
  • Assist in the Implementation of the National Strategic Plans for avian influenza and other epidemic and pandemic preparedness plans through providing support to project design, management, and monitoring and evaluation and ensure effective liaison and coordination with the MOH and other stakeholders to meet deliverable and reporting deadlines and achieve the objectives of the project.
  • Contribute to emergency health operations and incident management system as and when necessary.
  • Develop project documents, facilitate administrative arrangements, and ensure progress and financial reports are created and submitted on time as required by donors.
  • Undertake any other activities as may be requested by the WHO Representative.


Required Qualifications


Education


Essential: A university degree in medicine, public health, nursing, or animal health.


Desirable: Masters or postgraduate degree in epidemiology, preventive medicine or public health.


Experience


Essential: At least two (2) years of experience in communicable diseases or one health. Experience in capacity building, programme planning, implementation, and monitoring of health projects. Understanding of preparedness and outbreak response.


Desirable: Previous work with international organizations or UN agencies is an advantage.

REMUNERATION


Remuneration comprises an annual base salary starting at IDR 586,391,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
