UNDP’s Work on Innovative Finance


The National Mid-Term Development Plan (RPJMN) 2020-2024 reflects the Government of Indonesia’s (GOI) strong commitment to achieving the SDGs while making a significant shift toward low-carbon economic transformation. Despite the many advances pre-COVID-19, a GOI study indicated that an estimated USD 4.7 trillion (tn) of funding is required to achieve the SDGs. To address the challenges in financing SDGs and to recover the economy post-COVID-19, Indonesia seeks to increase investment in SDGs through innovative financing, which the country is actively pursuing with UNDP support. As the fourth most populous country in the world, and one of the fastest-growing emerging markets, Indonesia harbors a huge potential for innovative finance, including blended finance, green finance, and impact investment.


UNDP Indonesia has established an Innovative Financing Lab (IFL) in 2018 that operates as a collaborative space for public and private partners and other interested stakeholders with the objective to develop solutions for financing the SDGs and leveraging new resource flows for sustainable development. The Lab focuses on three different but interrelated workstreams, namely Islamic and Blended Finance, Green and Sustainable Finance, and Impact Investment. Under the Impact Investment workstream, The Lab attempts to strengthen the ecosystem and enabling environment of impact investing through fostering impact enterprises, co-designs, and testing new financing solutions to align investments with SDGs as well as measuring progress, and evaluating impact.


The Joint Programme (JP) “ Accelerating SDGs Investments in Indonesia (ASSIST)” brings four UN agencies (UNDP, UNEP, UNICEF, and UNIDO) together to support the GoI to meet its SDG targets. This support will be delivered by (1) taking proven and new financing instruments to scale through the provision of pre-and post-transactions technical assistance for three financing instruments: thematic bonds, blended finance instruments, and SDG-linked loans, and (2) providing capacity building to relevant stakeholders (e.g. GoI, Local Governments (LGs), Financial Institutions, Small and Medium-sized Enterprises or SMEs) to improve institutional capacities to access and utilize finance towards the achievement of the SDGs.


The ASSIST JP has gender-focused outputs and outcomes. The Gender Equality Marker score of the ASSIST JP is 2, which means that the JP has a gender-responsive result in which the result addresses the differential needs of men or women and addresses the equitable distribution of benefits, resources, status, and rights. The gender lens will be mainstreamed across the output and outcomes. Specific prioritization of beneficiaries of women-owned/led Small-Medium Enterprises (SMEs) and Startups is designed. Indonesian women-owned/-led SMEs are often focused on less capital-intensive sectors, and women in businesses face discrimination in various aspects, hindering their ability to grow their businesses. A condensed gender-inclusive intervention of the JP will strive to address the relevant challenges faced by women in SMEs and start-ups through several key targets.


The Project Management Unit (PMU) ASSIST is hosted in UNDP’s IFL and will be led by a National Project Manager (NPM), supported by a Chief Technical Expert and Technical Coordinators. The Gender, Monitoring & Reporting Associate post is established to support the PMU especially to ensure the effective and efficient integration of all gender-related aspects within the JP by supporting the design, planning, and management of monitoring and evaluation (M&E) activities such as monitoring captures different results by gender, disaggregated data by sex and age, gender-specific evaluation questions against what was planned to help explain any variance, a gender lens perspective in the analysis and reporting process


Duties And Responsibilities


Scope of Work


  • Contributions for the development, support and facilitation of knowledge and information management related to the implementation of the project.
  • Provide effective support to the planning, budgeting, and implementation of the project
  • Updated progress of implementation on resource mobilization, advise team from an operational perspective for effective mobilization of resources and timely reporting
  • Finalization and publication of a report in multiple languages as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project,
  • Orient the ASSIST JP colleagues on the use of Gender Marker, in assessing the extent of gender sensitivity in development approaches and the level of investment, monitor and analyze the results for Gender Marker reporting and produce recommendations of action plan.
  • Institutional Arrangement
  • Technical support, advice, and inputs to the work plan development and implementation of the ASSIST JP, including capacity-building, production and dissemination of lessons learned from gender exercise:
  • Analysis of the situation a large size - complex project, identification of operational and financial problems, and development of solutions.
  • Timely preparation for audit of the project, leading the team in the implementation of audit recommendations.
  • To provide advisory support in ensuring the integration of gender and social inclusion perspectives into the annual work plan and project implementation
  • Any kind of diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production;
  • To provide support in improving the PMU capacity to produce programmatic monitoring tools and results reports that are gender-sensitive,
  • Contributions to knowledge networks and communities of practice.
  • Establishment and monitoring of updated internal databases relevant to the scope of project activities.
  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming
  • As the ASSIST JP gender focal point, and in coordination with the PMU team, ensure design and implementation of gender sensitive results and resource framework (outputs, indicators, baseline and targets) and monitoring and evaluation plan, including regular monitoring of gender marker and provide advice to maximize budget allocation directly contributing to gender equality results.
  • Preparation of correspondence and communications related to all aspects of project administration, including work plans and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports
  • Preparation and analysis of project budget proposals; funding source, prepares monitoring checklists, provides interpretation of budget guidelines; reviews and coordinates submissions of work proposal and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
  • To provide guidance and coordination for the ASSIST JP team on gender mainstreaming to enhance their capacity to fully integrate gender dimension in the project plan and implementation
  • Organization of trainings for the operations/ projects staff.
  • Conducts internal capacity-building training for the PMU to facilitate appropriate management and timely delivery of gender-transformative project outputs. Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
  • Supports knowledge sharing and knowledge management focusing on achievement of the following results:
  • Synthesis of lessons learned and best practices in project support management
  • The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that
  • Timely preparation of project reports, in line with the standard template and presenting it to the project assurance team in a timely manner;
  • Provision of guidance to the executing agencies on the routine implementation of projects, tracking the use of financial resources
  • Preparation of design of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews.
  • Effective monitoring of budgetary commitments, including verification of charges and obligation documents for all financial transactions; lead periodic budget revisions and ensures appropriate resource allocations; finalize reconciliation of accounts with the amended budget; evaluate trends of financial implementation and make necessary recommendations to line manager.
  • Support strategic partnerships and support to the implementation of resource mobilization
  • Human rights and gender equality is prioritized as an ethical principle within all actions;

  • Activities are designed and implemented in accordance with “Social and Environmental Standards of UNDP”;
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications departments drafts project summaries, coordinates with the editor, translation services, etc.
  • Inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created;

Min. Academic Education


Secondary Education is a requirement or


Bachelor in gender studies, social science, law, business administration, economics, population studies or related discipline is a not a requirement, but will be given due consideration.


Academic knowledge in relation to gender and social inclusion will be an added advantage but it is not a requirement


Min. years of relevant Work experience Minimum 6 years relevant professional experience for candidate with high school degree and minimum 3 years for candidate with Bachelor’s Degree
