Job Description

We are hiring for Monitoring, Evaluation, Research, and Learning (MERL) Coordinator


Purpose of the Job

Under the supervision of the Deputy Executive Director for Program, the MERL Coordinator has responsibilities for data collection, analysis, and management. This position will work closely with the program team in IBCWE to help members achieve measured improvements in workplace gender equality (WGE).


This position is also responsible for measuring the progress and achievements of member firms. The MERL Coordinator will also assist, on an ad hoc basis, the IW MERL team to capture monitoring and evaluation data across all IW components within Indonesia. This can include assisting with the coordination and facilitation of stakeholder interviews, focus group discussions, and MERL presentations to a range of stakeholders.


Responsibilities

  1. Generate, learn from, and use credible data to drive Workplace Gender Equality (WGE) improvements in member firms.
  2. Develop a MERL plan for the strategic plan and annual plans, and lead on the monitoring, tracking, and reporting of progress towards achieving these plans. This is responsible work with the program team.
  3. Lead the analysis, monitoring, tracking, and measuring the progress of member firms in WGE implementation based on the Gender Equality Analysis Results and Strategy (GEARS) assessment.
  4. Analyse GEARS, staff survey, and HR data from member firms and provide this analysis to the Program team members to support their engagement with the member firms.
  5. Coordinate reporting on IBCWE progress against these plans to IBCWE management, board, IW, and other donor(s) as relevant.
  6. Lead the monitoring and evaluation of discrete IBCWE activities and events, also the secure management of data and knowledge products.
  7. In consultation with IBCWE team members to maintain information management systems for tracking the IBCWE's projects, events, and activities.
  8. Work with team members to coordinate the IBCWE’s quarterly reporting to IW, as well as other reporting requirements.
  9. Oversee data collection, entry, and management from various sources, and ensure the quality and accuracy of the collected data.
  10. Develop and implement tools for research, census, and report findings to the team.
  11. In collaboration with the Communications Officer: (a) collate and manage the IBCWE’s knowledge products for easy access. (b) identify relevant information for potential use as communication materials. (c) effectively communicate and disseminate monitoring findings and recommendations to the relevant stakeholders.
  12. Identify key learnings from implementation, investigate the push and pull factors influencing successes or failures, and provide recommendations to IBCWE and IW.
  13. Support IBCWE and members in identifying research topics that will strengthen IBCWE and IW works on WGE and shifting gender norms.
  14. Working with the IW MERL team in coordinating and participating in, in-country data collection activities such as interviews, focus group discussions, survey design, and learning events.
  15. Other duties as agreed with the line manager.


Requirements

  1. Min. 7 years of experience in project management, preferably within the private sector or development programs.
  2. Excellent skills in data analysis using appropriate statistical methods and software.
  3. Demonstrated experience with data analysis and reporting (e.g.using Excel, SPSS, Stata, Powerpoint).
  4. Demonstrated experience organizing or facilitating workshops and participatory learning events, and knowledge of evaluation and participation apps (e.g. Slido, Poll Everywhere).
  5. Demonstrated experience in analyzing data using a gender analysis framework
  6. Demonstrated record of delivering M&E or reporting products to schedule and budget with limited supervision.
  7. Excellent written and verbal Indonesian and English languages.
  8. Commitment to gender equality and social inclusion issues
  9. Strong team player and ability to work with diverse individuals and organizations.
  10. Well organized and able to work with minimum supervision.
  11. Possesses creative and practical approaches to overcome challenging situations.
