Job Description
Management Sciences for Health (MSH) is seeking a TB Advisor for USAID BEBAS-TB 5-years activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient centered comprehensive TB services.


This position is located in West Java.

OVERALL RESPONSIBILITIES:


The Provincial TB Officer responsibilities will include overall strategic planning, coordination, and technical support to the drug sensitive TB activities for the project to ensure that the TB notification is increased and treatment outcomes are improved. They will work closely with members of multidisciplinary provincial officers and the senior TB advisor so that a coordinated technical support is channeled to the government provincial, and district supervisors/mentors for them in turn to cascade the data guided mentorship/supervision of private and public health facilities. targets. They are responsible for assuring a strong linkage between the public health and population approaches of technical assistance in TB, TB/HIV and MDR TB and will work closely with project , provincial, and district health offices to ensure a standard and integrated approach to build the capacity of health workers in public and private health facilities in diagnosing and treating drug sensitive TB.


The Provincial TB Officer will be expected to employ a “hands-on” technical approach. Specific emphasis will be placed on program management, and quality DOTs implementation and DOTs expansion, with a focus on increasing TB case notification and improving the quality of care and treatment of patients.


Specific Responsibilities


  • Perform other activities as assigned by the supervisor.
  • Serve as a provincial level senior TB clinical officer for the Activity field team, government provincial, and district TB experts, public and private health facilities in the province.
  • Identify barriers for TB case identification, and management and work with staff and stakeholders to address barriers and ensure project objectives are met.
  • Work with the other provincial BEBAS-TB team and the provincial government to ensure consistent high quality service provision appropriate to the specific tier of the health facilities as well as referrals and linkages between each tier, and between the facility/ community.
  • Liaise with provincial, district health offices and other partners to harmonize all activities and resources in the province.
  • Participate in developing provincial and district plans and budget.
  • Oversee the provincial coordination and provision of technical assistance and capacity building in TB case notification and treatment to hospitals and health centers.
  • Together with the provincial M&E team analyze monitoring and evaluation data and track project indicators as the basis for measuring performance and proposing improvements.
  • Closely work with the provincial and district mentors/supervisors in implementing the standards set by the NTP.
  • Maintain an up-to-date knowledge of NTP approved TB policies and guidelines and ensure the project follows best practices.


Qualifications


  • Demonstrated ability to communicate clearly and concisely in written and spoken English.
  • MD plus certificate and having internal medicine specialty is an advantage. Previous experience in TB patient and/or program management.
  • Previous USAID experience preferred.
  • Willingness to travel frequently (up to 50% of the time) within the assigned province.
  • Excellent organizational and prioritization skills, and attention to detail.
  • Minimum 4 years of experience, including prior experience TB and MDR TB.
  • Proven ability to develop effective working relationships.
