Job Description
Management Sciences for Health (MSH) is seeking a Senior MERL Advisor for USAID BEBAS-TB 5-years activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient centered comprehensive TB services.

Overall Responsibilities:


  • Reporting Technical support includes: support of the development of reporting templates, support the compilation of reports to the donor and ministry of health, , maintain a repository of reporting products, and support the dissemination of reporting products. Support timely reporting of quality data in USAID Development Information System (DIS).
  • The Monitoring, Evaluation, Research, & Learning (MERL) Advisor works under the direction and supervision of the MERL Director.
  • Liaise with the M&E Provincial Officer, Provincial Ministry of Health (MOH), and Management Information System unit on data collection and reporting.
  • Learning Agenda Technical support includes: support the development of learning agenda and products, conduct quality reviews, maintain a repository of knowledge products, and support the dissemination of learning products.
  • M&E Technical Support includes: supporting countries to plan and implement M&E activities. This includes supporting the program to establish and implement its M&E plans, periodically updating the plans, data management and analytics approaches, and support the completion of M&E deliverables. conduct data quality assurance processes.
  • Knowledge Management Technical Support includes: support the development of knowledge management products, conduct quality reviews, maintain a repository of knowledge products, support the dissemination of knowledge products.


Qualifications


Required: Minimum seven (7) years working experience with a Master’s degree supporting health or development projects in Indonesia. Knowledge of US Government and non-USG funded programs, regulations, and requirements. Experience implementing activities related to global health and health system strengthening is preferred. In addition, they should have 4 years of technical experience in monitoring, evaluation, data analytics, knowledge management, learning, and reporting.


Preferred: 5+ years’ demonstrated success and experience in donor-funded project support and management is particularly relevant. Demonstrated, relevant and related experience in project management and business development.


Knowledge And Skills


  • Demonstrated ability to succeed in a dynamic and fast-paced business development environment.
  • Proficiency in English (verbal & written) in highly required
  • Demonstrated ability to assess priorities and manage a variety of activities with attention to detail. Requires strong conceptualization, facilitation, and planning skills.
  • Some domestic travel may be required
  • Experience in the management of USAID-funded activities. Understanding of USAID and field Missions; USG audiences, trends and requirements.
  • Strong analytical and organizational skills demonstrated by ability to work both independently and within a team.
  • Extensive experience in Power BI and/or analytical software
  • Ability to contribute to drafts of deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports; provides formatting and editing support for all products
  • Extensive experience in using and managing health information systems (ex: DHIS2, DEV Results or DIS)
  • Excellent interpersonal skills, written, and oral presentation skills. Excellent cross-cultural communication and active listening skills.
  • Experience with programs supported by non-USG government and international agencies and foundations, such as DFID, the World Banks, WHO, and the Bill & Melinda Gates foundation preferred.
