Job Description
Organizational Setting
IFISH is a joint project between FAO and the Ministry of Marine Affairs and Fisheries, aiming to mainstream biodiversity conservation and sustainable use into inland fisheries practices in freshwater ecosystems of high conservation value. The project started in 2017, with a three-pronged strategy to combine mainstreaming of inland aquatic biodiversity into resource development and management policy; demonstrations of conservation and sustainable use of inland aquatic biodiversity in critical habitats; and effective monitoring and assessment. IFISH project works in five demonstration areas in Indonesia, targeting high value fish in each district, namely: eel in Java (Cilacap and Sukabumi), arowana and beje fisheries in Kalimantan (South Barito and Kapuas), and belida in Sumatra (Kampar).
With support from GEF, IFish project has become the largest inland fisheries project in Indonesia. Inland fisheries are generally cultivated by small-scale industries, by communities along the watershed. Therefore, protection of ecosystems and sustainable management of inland fisheries have major impact on enhancing food security and providing livelihood for people who depend on inland aquatic biodiversity.
Reporting Lines
The incumbent will perform the tasks assigned under the overall supervision of the Assistant FAO Representative (Programme) in Indonesia, with the direct supervision of National Project Manager (NPM) and the technical supervision of Project Lead Technical Officer (LTO). The Specialist will work in coordination with the international advisers and FAO staffs and will support the technical coordination, and implementation of the IFish project.
Technical Focus
Monitoring and evaluation
Specifically, the incumbent will perform the main task to develop monitoring and evaluation system for IFish project, based on the project document and theory of change, as well as measuring progress and result.
Tasks And Responsibilities
  • Perform other relevance duties as assigned.
  • Provide technical guidance to the project team impact and outcome evaluation, and how this can be achieved within the remaining project timeframe.
  • Assist the project team in reviewing existing documentation and outputs of contracts and consultancies, to establish the impact of the project activities and contribution to the project results framework
  • Based on the contributions from the project team members and service providers, support the PMU to collate and package the impacts and outcomes, best practices, success stories and lessons learned as part of the Knowledge Management System (KMS), including establishing a project archive
  • Lead the collection and documentation of project outcomes and impacts and align these to the IFish project project document, recommendations and revisions based on the Mid-term review and Project Steering committee meetings, the agreed workplan and theory of change, and project results framework.
  • Advise the project on critical monitoring indicators, especially at the outcome level for the remaining period of the project
  • Prepare and submit field mission reports to National Project Manager;
  • Assist with preparation of project reports according to internal and external reporting requirements as directed by the NPM
  • Provide relevant orientation and mentoring to the project team and relevant service providers to enable the effective reporting on outcomes and impacts of the project components, including conducting practical workshop if required;
  • Assist the NPM to ensure that project monitoring of impacts and outcomes is supported and contributed by all relevant project staff, including the M&E Specialist.

Minimum Requirements
  • At least five years of relevant experience in strategic planning, or project design, monitoring and evaluation;
  • Working knowledge of English and Bahasa Indonesia.
  • National of Indonesia.
  • Degree in development studies preferably focused on international development project management, monitoring, evaluation, and data collection;

Technical/Functional Skills
  • Familiar with computer skill such as MS office, Power Point, excel, and MS Words.
  • Demonstrated ability to interact effectively with a range of stakeholders--national government, local government and beneficiaries.
  • Demonstrated strong technical and advisory and communication, team building, computer and report writing skills.
  • Familiarity with operational issues of use of forms in field work, data collection, database management, and report development.
  • Work in developing countries of the Asia and Pacific Region.
  • Excellent communication, writing and presentation skills in English and Bahasa Indonesia.
  • Extent and relevance of experience in design and management of agricultural development projects focusing on smallholder farming systems, preferably on land management and climate change adaptation.
  • Ability to speak the local language will be considered an advantage.
  • Demonstrated experience of successfully working with international partners on natural resource management issues.
  • Familiarity with the latest CSA techniques, adaptive research and participatory extension approaches and land and post-harvest management strategies being promoted by FAO.
  • Ability to work with minimum supervision and results oriented.
