Management Sciences for Health (MSH) is seeking a TB Advisor for USAID BEBAS-TB 5-years activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient-centered comprehensive TB services.
OVERALL RESPONSIBILITIES:
The TB Advisor will be responsible for the overall technical direction of TB, and TB/HIV related activities for the BEBAS-TB Activity. They will work closely with members of multidisciplinary senior advisors to ensure efficiency and effectiveness of interventions and with the MERL Director and the team to ensure progress is being achieved towards TB, and TB/HIV targets.
The TB Advisor is responsible for assuring a strong linkage between the public health and population approaches of technical assistance in TB, TB/HIV and MDR TB and will work closely with project , NTP, provincial, and district health offices to ensure a standard and integrated approach to build the capacity of health workers in public and private health facilities in diagnosing and treating TB.
The TB Advisor will be expected to employ a “hands-on” technical approach. Specific emphasis will be placed on program management, and quality DOTs implementation and DOTs expansion, with a focus on increasing case notification and improving the quality of care and treatment of patients.
They will be expected to maintain MSH’s professional and procurement integrity standards in all activities.
SPECIFIC RESPONSIBILITIES
- Provide technical assistance to the NTP to introduce the short new term TB drugs in the country.
- Provide technical assistance to project and public and private sector counterparts in monitoring and evaluation of TB programs, TB/HIV, case notification, infection control and improving the treatment adherence.
- Represent MSH at NTB lead technical working groups related to TB and TB/HIV.
- Provide technical and managerial support, including capacity building, to BEBAS-TB provincial teams, provincial, district and PHCU level mentors as well as public and private health facilities of at all tier levels.
- Contribute to operational research related to TB and TB/HIV. Perform other duties as required.
- Ensure timely data collection collation and reporting.
QUALIFICATIONS
1. Medical degree from an accredited college or university. Additional master’s in public health is desirable.
2. At least seven (7) years of experience of each of the following areas:
- Providing TB technical leadership to provincial, district and PHCU levels in Indonesia
- Interacting with donors, implementing partners and host country government.
- Guiding and providing technical assistance to project/host country governments staff working on TB prevention and control
- Designing and implementing TB programs
3. Experience working in USAID projects is an advantage.
4. Excellent communication, supervisory and interpersonal skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
5. Fluency in written and spoken English; fluency in local Indonesian language, a plus.
6. Willingness to travel frequently (up to 50% time) within Indonesia required.
