Background

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and build women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance.


The Programme Manager/Team Lead on Governance, Peace and Resilience is responsible for overseeing and streamlining the country programme portfolio on promoting inclusive governance, women’s leadership and participation to build sustainable peace and resilience of UN Women Indonesia Country Office, which focuses on:


  • Promoting resilience and gender responsive DRR peace-humanitarian nexus
  • Advancing Women Peace and Security (WPS) agenda
  • Promoting women’s leadership and political participation and gender responsive governance


Under the supervision of the Head of Programmes with the matrix reporting to ASEAN Governance and WPS Programme Lead, the Programme Manager/Team Lead on Governance, Peace and Resilience is responsible for managing the development, implementation, monitoring and reporting of projects/programmes and activities and promoting greater programme coherence under the governance, WPS, DRR thematic areas. The Programme Manager oversees budget management and supervises personnel of Governance and WPS-DRR-Humanitarian team, building partnerships, including contributing to resource mobilization strategies, and managing knowledge building efforts for policy advocacy. The Programme Manager is also expected to advise the Senior Management Team on opportunities to develop new initiative under this thematic area, including potential linkages and synergies across various projects.


Duties And Responsibilities


  • Coordinate the projects/programme preparation for audits, supervising the asset transfer to partners;
  • Identify, plan and lead the initiative to engage strategic stakeholders (government, civil society and women organizations, private sector and development partners).
  • Coordinate and collaborate with UN Women Headquarter, Regional Office of Asia and the Pacific and other UN Women Offices to learn from and shared lessons learned on Governance, WPS, DRR-Humanitarian Action.
  • Advocate and facilitate knowledge building and management and communication
  • Supervise and manage a team of programme officers/managers and associate, consultants and vendors, review performance and mentor/ coach staff and provide guidance as required.
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines.
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Coordinate development and preparation of financial resources of the Programme including overseeing budgeting and budget revisions, and expenditure tracking and reporting.
  • Liaise with key national counterparts, donors, UN Women Regional Office and Headquarter and partners to ensure the Programme results are achieved, communicated and shared.
  • Identify capacity building needs and support programme implementing partners to ensure quality programme implementation through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.
  • Provide technical support to the explore new partnership, development of project design and concept note for resource mobilization.
  • Coordinate the monitoring, reporting, evaluation and learning
  • Plan, supervise and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation phase.
  • Contribute and participate actively in the UN coordination mechanism (Working Groups, Gender Theme Groups), donor coordination (Gender Equality and Women’s Empowerment Coordination Group – GEWECG) on the issue related to governance, WPS, DRR and humanitarian action.
  • Manage financial resources and supervise staff
  • Identity and collaborate with research organizations, think tanks, study centres and academias to produce and use evidence in support of gender equality and women’s empowerment in the economy.
  • Work together and collaborate with other thematic area Programme thematic leads/managers (WEE and Ending Violence Against Women) to develop synergies and cross learning of programme development and implementation.
  • Lead partnership engagement with stakeholders and partners for strategic collaboration and resource mobilization
  • Provide support and be participated actively in programme implementing partners’ selection, establish and maintain good relationship with implementing partners on project planning, implementation and monitoring, working together with relevant team members.
  • Lead the coordination and collaboration with UN Women Headquarter and UN Women Regional Office of Asia and the Pacific (ROAP) to design and implement programme on Governance, WPS and DRR-Humanitarian Action.
  • Keep abreast of the context, situations and trends affecting governance, WPS and DRR both in development and humanitarian context to inform programme development/intervention, implementation and policy advocacy.
  • Ensure quality of projects/programmes annual and quarterly reports; donor reports and other UN Women corporate reporting requirements, review and coordinate the submission of implementing partner financial and narrative reports.
  • Lead and coordinate the Governance and WPS-DRR-Humanitarian programme design, planning, implementation and management
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to Senior Management.
  • Collaborate with UN Women Communications and Advocacy team to organize and be the speaker in major advocacy campaigns, events, trainings, workshops and provide substantive inputs to develop communications materials to strengthen UN Women positioning as thought leader on Governance, WPS, gender responsive DRR-Humanitarian Action.
  • Plan and coordinate the programme monitoring framework to monitor the implementation of activities and the expenditure of funds, to work together with Monitoring and Reporting focal point of the Country Office to conduct regular monitoring visits, develop monitoring instrument and monitor the programme monitoring and evaluation framework of the Programme.
  • Oversee and monitor the allocation and disbursement of funds to participating partners.
  • Provide substantive support to identify, engage and manage relationships with key stakeholders and partners at national and sub-national level to support implementation and expansion of the Governance, WPS, DRR-Humanitarian Programme/Portfolio, establish strategic partnership and strengthen position of UN Women as thought leader in this thematic area.
  • Oversee the projects/programmes implementation under Governance and WPS-DRR-Humanitarian thematic area according to Strategic Note and relevant project/programme documents.

Required Skills And Experience


Education:


  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
  • Advanced university degree (Master’s degree or equivalent) in Social Sciences, Political Science, Development Studies, International Relations, Gender, Peace and Security other related field is required, or
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.


Experience:


  • Experience in working with the UN and/or international/development organization and/or UN Coordination is an asset.
  • Experience in working on gender equality and women’s empowerment and/or gender mainstreaming programme in governance, peace and security and/or DRR and humanitarian action.
  • Minimum 5 years (with master’s Degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in programme management, hands-on experience in design, programme coordination, monitoring and evaluation of development projects, and /or leading & managing projects, donor reporting and capacity building in relevant thematic areas: governance, WPS, and/or gender responsive DRR and humanitarian action.
  • Strong track record in building strategic partnerships and coordinate multi-stakeholder engagement towards common goals/development results
  • Experience in leading and supervising team members is preferred.
  • Experience in develop project proposal for resource mobilization is an advantage


Language Requirements:


  • Proficiency and speaking and writing in English and Bahasa Indonesia is required.
