Background


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.


In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and build women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance.


The Programme Manager/Women’s Economic Empowerment (WEE) and Sustainable Livelihoods Team Lead is expected to contribute to the Women’s Economic Empowerment thematic area of UN Women Indonesia Country Office, which focuses on:


  • Advancing women’s economic empowerment in the climate action and transition to green economy
  • Financing for gender equality and women’s empowerment
  • Gender responsive entrepreneurship capacity development
  • Strengthening the role of private sector for gender responsive business ecosystem


Under the supervision of the Head of Programmes, the Programme Manager/WEE and Sustainable Livelihoods Team Lead is responsible for managing the development, implementation, monitoring and reporting of projects/programmes and activities under the Women’s Economic Empowerment (WEE) thematic area. The Programme Manager oversees budget management and supervises personnel of WEE team, building partnerships, especially with private sectors and providing support in developing resource mobilization strategies, and managing knowledge building efforts for policy advocacy. The Programme Manager is also expected to advise the Senior Management Team on opportunities to develop new initiative under WEE thematic area, and the new and growing initiative in green and blue economy, through collaboration with the Government, private sectors.


Duties And Responsibilities


  • Plan and coordinate the programme monitoring framework to monitor the implementation of activities and the expenditure of funds, to work together with Monitoring and Reporting focal point of the Country Office to conduct regular monitoring visits, develop monitoring instrument and monitor the programme monitoring and evaluation framework of the Programme.
  • Collaborate with UN Women Communications and Advocacy team to organize and be the speaker in major advocacy campaigns, events, trainings, workshops and provide substantive inputs to develop communications materials to strengthen UN Women positioning as thought leader on WEE.
  • Liaise with key national counterparts, donors, UN Women Regional Office and Headquarter and partners to ensure the Programme results are achieved, communicated and shared.
  • Identify capacity building needs and support programme implementing partners to ensure quality programme implementation through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives.
  • Manage financial resources and supervise staff
  • Lead partnership engagement with stakeholders and partners for strategic collaboration and resource mobilization
  • Contribute and participate actively in the UN coordination mechanism (Working Groups, Gender Theme Groups), donor coordination (Gender Equality and Women’s Empowerment Coordination Group – GEWECG) on the issue related to WEE and green/blue economy.
  • Coordinate and collaborate with UN Women Headquarter, Regional Office of Asia and the Pacific and other UN Women Offices to learn from and shared lessons learned on WEE and Sustainable Livelihoods.
  • Work together and collaborate with other thematic area Programme thematic leads/managers (Governance, Women, Peace and Security and Ending Violence Against Women) to develop synergies and cross learning of programme development and implementation.
  • Ensure quality of projects/programmes annual and quarterly reports; donor reports and other UN Women corporate reporting requirements, review and coordinate the submission of implementing partner financial and narrative reports.
  • Prepare and present work-plans, periodic narrative progress reports and expenditures status reports to Senior Management.
  • Provide technical support to the explore new partnership, development of project design and concept note for resource mobilization.
  • Coordinate the projects/programme preparation for audits, supervising the asset transfer to partners;
  • Identity and collaborate with research organizations, think tanks, study centres and academias to produce and use evidence in support of gender equality and women’s empowerment in the economy.
  • Oversee the projects/programmes implementation under WEE thematic area according to Strategic Note and relevant programme documents.
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines.
  • Plan, supervise and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation phase.

  • Keep abreast of the context, situations and trends affecting women’s economic empowerment both in development and humanitarian context, the growing initiative in green and blue economy to inform programme development/intervention, implementation and policy advocacy.
  • Supervise and manage a team of programme officers/managers and associate, consultants and vendors, review performance and mentor/ coach staff and provide guidance as required.
  • Coordinate development and preparation of financial resources of the Programme including overseeing budgeting and budget revisions, and expenditure tracking and reporting.
  • Lead the coordination and collaboration with UN Women Headquarter and UN Women Regional Office of Asia and the Pacific (ROAP) to design and implement programme on WEE and Sustainable Livelihoods.
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Provide support and be participated actively in programme implementing partners’ selection, establish and maintain good relationship with implementing partners on project planning, implementation and monitoring, working together with relevant team members.
  • Oversee and monitor the allocation and disbursement of funds to participating partners.
  • Identify, plan and lead the initiative to engage strategic stakeholders (government, private sectors, businesses/private sectors, and development partners).
  • Advocate and facilitate knowledge building and management and communication
  • Lead and coordinate the Women’s Economic Empowerment (WEE) and Sustainable Livelihoods programme design, planning, implementation and management
  • Provide substantive support to identify, engage and manage relationships with key stakeholders and partners at national and sub-national level to support implementation and expansion of the WEE Programme/Portfolio focusing on, but not limited to green economy, establish strategic partnership and strengthen position of UN Women as thought leader in WEE.

Required Skills And Experience


Education:


  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Advanced university degree (Master’s degree or equivalent) in Social Sciences, Political Science, Development Studies, International Relations, Economy, Public Administration, Gender and other related field is required.


Experience:


  • Experience in working with the UN and/or international/development organization is an asset.
  • Experience in leading and supervising team members is preferred.
  • Experience in working on gender equality and women’s empowerment and/or gender mainstreaming programme.
  • Minimum 5 years (with master’s Degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in programme management, hands-on experience in design, programme coordination, monitoring and evaluation of development projects, and /or leading & managing projects, donor reporting and capacity building.
  • Experience in any of the following: entrepreneurship capacity building, private sector engagement, sustainable livelihoods or green economy/climate change programmes is an advantage.


Language Requirements:


  • Proficiency and speaking and writing in English and Bahasa Indonesia is required.
