UNDP Indonesia and the Ministry of Health have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020- 2023 Health Governance Initiative (HEART) Program that focus on the support to strengthen Indonesia’s health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at USD 40 million.


The Programme Is Articulated Interdependent Work Streams


To facilitate opportunities for integrated policy and programme solutions, the project has been designed so that the outputs are mutually reinforcing, harnessing interlinkages across project components.


  • Accelerating digital transformation of the health system,
  • Capacity Development and Innovative Solutions for implementation of national health programmes (Programmatic, grant management, procurement, and logistics management information systems), including the new Biomedical Genome Science Initiative (BGSI),
  • Strengthening an enabling policy and environment, regulatory and institutional environment for access to new health technology,
  • Promoting application system for medical waste management by developing digital waste management IOT application which able to track capacity of waste management from service to end sites.
  • Improving distribution of vaccines for routine immunization and COVID-19, facilitation of South- South exchange of knowledge and technology for the development and implementation of SMILE for the distribution of vaccines for routine immunization and for COVID-19,
  • Promoting cost-effective medicines, vaccines, and diagnostics through Health Technology Assessments
  • Technical support for and quality assurance for financial management to Principal Recipient AIDS, TB, Malaria funded program by the Global Funds for ATM,


HEART Cluster need an additional management capacity particularly given how the portfolio has grown over the recent years. Therefore, Operation Analyst will be recruited to strengthen the health governance portfolio by act as a deputy position under HEART Cluster Lead supporting operational function. This responsibility includes overseeing financial, procurement, and contract management (oversee finance, procurement, and admin staff).


The candidate will be technically supervised by the HEART Cluster Lead and will collaborating with other teams in Health Governance Cluster, Operation, and Finance Unit, and supervise HEART Project Management Unit.


The Operations Analyst will provide operational support to the Project Management Unit (PMU). S/he shall work under the direct supervision of the HEART Cluster Lead (NPSA10) and the overall supervision of the DGPRU Team Leader at UNDP Indonesia.


Duties And Responsibilities


  • Enter annual budget in QUANTUM and responsible for garnering Authorized Spending Limits (ASL).
  • Track expenditure and make timely payments.
  • Manage tendering processes and evaluation, contract and other legal implications pertaining to the contract. Undertake regular monitoring of procurement processes to ensure that they are performed consistently to deliver the project outputs in timely manner and in accordance with the corporate standards.
  • Manage Project Audits and Reviews as per UNDP and donor requirement, including Quality Assurance Assessment during implementation of the projects annually and the regular updating of the QUANTUM risk log.
  • Facilitate implementation of procurement strategy in consultation with the project management units as per the annual work plans.
  • Coordinate with various UNDP operations units such as Finance, Procurement, HR, Administration and Security to meet the project's operational requirements and ensure compliance with UNDP regulations (PoPP) and GOIs General Financial Rules (GFR 2017).
  • Analysis and identification of project-level operational and financial problems in cooperation with Programme Support Unit and State Teams.
  • Initiate timely recruitment processes as per the requirement of the projects in accordance with UNDP rules and regulations.
  • Oversee recruitment processes and track performance management. Provide inputs to the Supervisor on streamlining processes for maintaining technical capability for the delivery of projects.
  • Coordinate with state project management units in 10 states and provide necessary/required administrative support.
  • Activities are designed and implemented in accordance with Gender and Social Inclusion Strategy as well as Social and Environmental Standards of UNDP.
  • Ensure appropriate use of different contractual modalities and contract management of the project management units.


Reportees to this position: HEART PMU includes Project Associate (NPSA 7), Project Associate (Finance) (NPSA 7), Budget Management Associate (NPSA 7), Project Assistant (NPSA 5), Procurement Assistant (NPSA 5), Monev Assistant (NPSA 4), and Project Clerk (NPSA 3) Operations.

Education


Required Skills and Experience


  • First-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
  • Advanced University Degree (Masters degree) in Operations/finance/administration or any other closely related fields OR


Experience


  • Experience working in health sector would be highly desirable
  • Solid experience on finance, procurement, administration of UNDP and/or international agencies will be an added advantage
  • Experience leading operations team for development project would be highly desirable
  • Experience dealing with finance rules, regulations, and accounting procedures with the ability to promote accountability and resource-based management
  • Ability to interpret, resolve and report on Operational challenges
  • Minimum of 2 years (with masters degree) or 4 years with bachelor’s degree of experience in financial management, general administration, and programme support services
  • Documentation, communication, and interpersonal skills
  • Experience in working, liaising, and collaborating with UN agencies, governments, NGOs, civil society organizations, and public international organizations.
  • Demonstrates commitment to UNDP's mission, vision and values. Establishes priorities schedules activities to ensure optimum use of time and resources


Required Languages


  • Excellent knowledge of written and spoken English and Hindi is essential
