Project Overview and Role:
MENTARI is seeking to engage an individual in the role of COO who will be responsible for leading day to day project operations of MENTARI ensuring successful delivery of the programme. The position is based in Jakarta.
The COO is part of MENTARI ’s core project team , with overall responsibility for operations, as well as developing medium-term commercial for the delivery of the MENTARI contract and ensuring that these are being executed properly on a daily basis. This role also leads on assessing operational performance, as well as designing and implementing processes that improve team effectiveness, as well as enhancing impact and VFM for the client and building a sustainable competitive advantage for the company. The role reports to the MENTARI Project Director, with responsibility for the line management of the Operations team, as well as leading and managing cross-contract initiatives and tasks.
Primary Responsibilities
Operations Management
- Holds accountability for ensuring that the Operations and Finance team meet their objectives, contributing to the effective delivery of the MENTARI contract
- Drives operational efficiency and effectiveness across the MENTARI contract, including identifying and addressing operational gaps and ensuring systems and policies are both fit for purpose and complied with on a daily basis.
- Line manages direct reports, ensuring that they meet their objectives and demonstrate Palladium and MENTARI ’s mission, vision and values in their daily work
- Ensures that MENTARI ’s has sufficient human resources in place to deliver the contract through to December 2024, identifies resource gaps and finds solutions where gaps are identified
- Has strategic oversight of the interface between the operations of the MENATRI project team and wider Palladium, ensuring that the resources of each provide maximum Value for Money (VFM) for the client and that there is mutual complementarity between MENTARI and Palladium resources, policies and practices
Cross-contract Strategies
- Formulates and drives the implementation of critical strategy recommendations that deliver maximum impact and VFM for the client
- Oversees contract delivery planning to ensure that cross-contract goals are cohesive, realistic and achievable and that strategic aims are translated into operational practice
- Drive operational excellence across the breadth of the MENTARI contract, including working with the key subcontractors and wider external teams
- Works with the MENTARI Team Leader and Project Director to develop and monitor project strategies ensuring highest impact of the project in the run up to its completion
Consortium Management
- Acts as key point of contact for the key subcontractors of the programme for contractual matters
- Ensures the consortium delivers VFM to the client in line with the contractual agreements; where needed (specifically relating to contractual matters) acts as a focal point between the consortium and the client
- Responsible for ensuring consortium partners deliver on contractual requirements in terms of compliance, financial and reporting requirements.
Impact and Reporting
- Ensure that approaches to monitoring and reporting on contract performance ensure that the programme is delivered on time, to budget and to the highest standard
- Commissions and quality assures key client reports – Key Performance Indicators (KPI), Annual Review (AR), Value for Money (VFM), Quarterly Reports, Monthly Reports – ensuring that they are coherent, cohesive and highlight key strengths, weaknesses, opportunities and challenges for the reporting period
Financial Management
- Responsible for establishing and maintaining clear financial management framework aligned to the client and Palladium’s requirements
- Directly responsible for annual external audits including planning, execution and lessons learning.
- Responsible for establishing and maintaining procurement best practices, ensuring VFM requirements are met and supply chain is managed in effective and transparent manner
- Responsible for managing the Operation’s team to deliver accurate and timely financial reporting, including taking direct responsibility for quality assurance and escalation of issues
Required Qualifications
- Collaborative leadership style, with demonstrable evidence of building successful multi-disciplinary teams and working in strong partnerships.
- Proven skills to build relationships, navigate politics and manage conflicts.
- Residency in Indonesia is a must .
- Proficient in all aspects of project management, including financial management, risk management, planning, monitoring and reporting, contract and compliance.
- Proven leadership and people management skills, able to develop team members for high performance and build a positive culture across geographically dispersed teams.
- Project management qualification highly advantageous.
- Excellent written and verbal communication skills to present, influence and represent the organisation to a wide range of audiences in English and Bahasa (strong advantage)
- Experience of operational manag ement of large, complex, high-risk donor funded projects and programmes is a must
- International experience is highly advantageous
- Knowledge of the energy sector in Indonesia is an advantage.
- Proven ability to influence others, build partnerships and negotiate at a senior level.
