Indonesia has demonstrated its preparedness in rolling-out COVID19 vaccination program and take an active global role from there. At that time, MoH adopt “One Health Data” approach in monitoring and digitizing the vaccination process by working synergistically with the Ministry of Communication and Information in registration phase (PEDULI LINDUNGI system), UNDP in supply-chain management of vaccines and related logistics (SMILE system) as well as with BPJS/the National Social Security Body in individual registry of vaccinated people (P-CARE system). As per 01 February 2023, the MoH has been managing data of COVID19 vaccine distribution of 454,4 million doses from provincial level down to 12,000 health facilities. Given the significant achievements from COVID19 vaccination, Directorate of Immunization built similar integrated approach for routine immunization by synergizing SMILE system and ASIK system (a P-CARE mirroring system, but now developed by the MoH). Directorate General of Communicable Diseases Prevention and Control, Directorate of


Immunization, Directorate General of Pharmaceutical and Medical Devices, Directorate of Pharmaceutical Management and Services, Data Center and Information, Digital Transformation Office as well as UNDP become more closely hand-in-hand in eliminating fragmentation by improving more integrated data visibility between logistics and beneficiaries of immunization program. UNDP has become more mature in assisting the MoH with SMILE system to plan the distribution, anticipate stock out, minimize expired vaccines due to neglection, and track the disposed vaccines at all levels transparently and real-time. Apart from immunization, there are still potential threats to Indonesia on health logistics insufficiency and inequity across the region. Medical and laboratory logistics is important to ensure that people receive the best possible early detection and care diseases in a timely manner. Therefore, supply-chain management for non-vaccine health commodities including laboratory supplies are still in the MoH health transformation agenda.


In late 2022, the MoH rolls out end-to-end supply chain management system where SMILE take part in monitoring the distribution, consumption, to disposal from manufacturer until the last mile within the chain. The Directorate of Pharmaceutical Management and Services decided to start the innovation of digitizing end to end supply-chain management in ATM programs, then leverage it to all programs across public and private health facilities. The expansion of SMILE will likely strengthen governance, capacity and efficiencies of procurement and management of health-related commodities.


The Program Will Focus On Support To The Ministry Of Health To Address Challenges In Supply- Chain Management Of Medical Commodities With Four Outcomes And Four Outputs, As Follows


Outcomes


  • Improved availability, access and coverage of essential drugs and diagnostics at community health center, sustaining capacity of health and laboratory facilities to deliver TB, malaria and HIV prevention and treatment programs,
  • Optimized distribution efficiency, projection and planning improved cost savings and enhanced reliability of the national procurement and supply chain system for HIV, malaria and TB health commodities across all tiers of public and private healthcare sectors.
  • Efficient processes and enabling environment to regulate and manage healthcare and laboratory waste, towards a more sustainable and resilient human and environmental health system.
  • Improved accountability, transparency and integrity of the health supply chain, and empowering frontline health workers with more control and oversight over the prevention, treatment, and care services they provide.


Outputs


  • National policies, SOPs, strategies and manuals/guidelines for the national health products procurement and supply chain management systems that include the use of a cloud-based eLMIS (SMILE) in logistic chain management of HIV, TB and malaria health commodities, laboratory supplies and healthcare waste.
  • Introduction and scale up of the SMILE digital technology, a cloud-based electronic logistics management information system (e-LMIS), for tracking health and laboratory commodities, as well as healthcare waste, across malaria, TB and HIV programs.
  • Strengthened institutional and workforce capacities on the use of the SMILE dashboards and application in health centers and health services, laboratories and across the healthcare waste chain network, and expanded number of active users and flow of transactions from Primary Health Care into SMILE system.
  • Comprehensive online dashboard for real-time visualization, data analytics and forecasting of key operational information and performance indicators, to inform planning and decision-making for supply chain and healthcare waste management at all levels.


Under the overall guidance of the Project Manager, the Project Officer work closely with relevant National Project Directors and Project Managers, the Project Officer supports the Programme Manager/Head of Unit in the development and management of the UNDP SMILE project portfolio. The main role of the Project Officer is to provide key guidance to project managers and other relevant stakeholders, support new partnerships with development partners and the private sector to strengthen the implementation of SMILE project while also assisting the programme manager in managing the administrative aspect of the programme by providing project assurance and technical assistance to projects when required as well as conducting overall monitoring and other relevant operational functions.


The Project Officer will supervise some relevant project teams and work in close collaboration with programme and operations units in the CO, technical advisors, experts, Government officials, multi- lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.


Duties And Responsibilities


The direct supervisor of the Project Officer is Technical Specialist for SMILE/Project Manager SMILE. She/He will work in close coordination with PMU C19RM/RSSH, GF-ATM. The organigram in Annex shows the position of this function within the office and unit structure.


Ensures implementation of project strategies focusing on achievement of the following results:


Provide technical assistance and management of related stakeholders to deliver the expected outputs of SMILE project.


  • Active participation in various policy and partnership fora, as well as relevant international conferences and meetings on rural electrification area.
  • Conduct relevant studies to collate research-based information, evidence and facts to enrich the achievement of development results.
  • Identify sources of information related to technical issues.
  • Contribute to advocacy networks at national level, knowledge networks and communities of practice.
  • Coordinate the work and expected outputs with other strategic partners to seek synergy.
  • Ensure that required expertise and technical assistance is made available for the involved stakeholders.
  • Contribute to high-impact advocacy campaigns implemented with key partner..
  • Identification and synthesis of best practices and lessons learned for effective implementation of activities to achieve project targets.


Participates In Effective Management Of The Project Focusing On Quality Control From Formulation To Implementation Of The Projects, Achieving The Following Results


  • Assist PMU to organize and arrange international workshops, conferences and surveys.
  • Act as Project Manager deputy in various meetings, workshops and other activities, as may be instructed by Project Manager.
  • Provide information on works progress and achievements for project Mid-Term Review and Terminal Evaluation and follow up implementation of the Action Plan to address the recommendations.
  • Take actions for resolving problems and barriers as they emerge in the process of implementation, especially in external communications, and in meeting various aspects of UNDP working processes and practice.
  • Assist Project Manager on the implementation of the project to ensure that the works and achievements satisfy project’s objective and targets and meets the requirement of the UNDP and GFATM
  • Provide technical inputs in the review of outputs by consultants hired under the component activities.
  • Assist Project Manager in the preparation of quarterly, annual work plan (AWP), annual project reports and others as required by the UNDP and Project Manager.
  • Conduct synthesis of the works, reports and other outputs of consultants and subcontractors involved in the Project.
  • Manage various teams and other ad-hoc task forces for the conduct of specific activities and tasks under the Project.
  • Provide other support services as may be required by Project Manager to achieve project overall targets.


Maintain partnerships for project implementation with implementing partners focusing on achievement of the following results:


  • Regular assessment on the implementing partner’s capacity and ensure that capacity development strategy is embedded within the framework of the project implementation.
  • Established and maintenance of link of communication between Project Management Units in the implementing partner and the country office for provision effective support and assurance.
  • Effective support and facilitation on wider partnership with project stakeholders to encourage coordination and synergies between various actors and thus ensure more impactful results.
  • Promotion of stakeholder awareness on project activities and results to support partnership and resource mobilization for future project implementation, replication and up-scaling.


Facilitation Of Knowledge Building And Management, Producing And Disseminating Lesson Learnt From Designated Projects And Support To The Promotion Of Cross-project, Cross-unit Knowledge Fertilization Focusing On The Following Results


  • Effective contributions to knowledge networks and communities of practice.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to project and programme country policy goals.
  • Identification of entry points for knowledge generations and knowledge sharing from project experience.

Required Skills and Experience


  • Advanced university degree (master's degree or equivalent) in in Public Health, Nutrition, Primary Health Care, Social Science, Pharmacy or other relevant of field study is required or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant Experience in Public Health or good governance or decentralization issue.


Experience


  • Excellent analytical skill
  • Fluency in written and spoken English is an absolute necessity.
  • Experience working with Ministries, donor, int'l NGOs, communities (vulnerable is a plus).
  • Excellent inter-personal and team building skills.
