Position Title : Field Supervisor (Quantitative and Qualitative) for 3 positions
Project Title : WVI – ENVISION End-phase Evaluation

BACKGROUND OF THE PROJECT AND ASSIGNMENT
The ENVISION project is an EU-funded project that is focused on enhancing the capacity of Indonesian civil society to contribute to the governance and development process in Indonesia with respect to human rights and democratic principles to contribute to the attainment of Sustainable Development Goals.
To improve BUMDes' performance, ENVISION encourages CSOs, local governments, and communities to participate in productive and constructive dialogue. This program aims to strengthen Indonesian CSO capacities and provide a supportive environment for them to confront issues of poverty and inequality, particularly in the social and economic sectors. Local control over sustainable governance will be ensured by strengthening already-existing local bodies (CSOs and BUMDes).
By increasing CSOs' capacity to influence and support BUMDes as a public decision-making process, the Action aimed to contribute to realizing the EU Roadmap for Engagement with Civil Society in Indonesia. ENVISION sought to give women and young people more of a voice so they may participate more actively in the development and implementation of social, economic, and environmental policies. The project kept the promise "to leave no one behind" in reaching the 2030SDGs by focusing on women and youth, two groups that are often excluded from decision-making processes. To attain social, economic, and environmental advantages for all citizens, SDG 17 asks for collaboration throughout society. This aim is to "strengthen the mechanisms of implementation and revive the global partnership for sustainable development."
The project strengthens the enabling environment for CSOs, BUMDes, local authorities, and citizens to encourage inclusive development and accountability of services at the village level. It makes use of CSOs, local governments, and the citizens themselves as interconnected stakeholders to deliver sustainable development. The project’s main objective is to enhance the capacity of Indonesian civil society to contribute to the governance and development process in Indonesia with respect to human rights and democratic principles to contribute to the attainment of Sustainable Development Goals. In addition to that, the project serves two specific goals:
- CSOs in East Nusa Tenggara (NTT) province, including women’s and youth groups, are empowered to contribute to the effective governance and management of BUMDes;
- A strengthened enabling environment of local authorities in NTT to implement and monitor BUMDes policy and Village Funds.
As the project is close to its end, QED has been assigned to conduct end-phase evaluation assessment. The study will occur in 20 villages in Kupang, 15 villages in Timor Tengah Selatan, and 15 in East Sumba.
PURPOSE OF THE POSITION
Under the general direction of the Deputy Team Leader, the Field Supervisor will be responsible for leading quantitative and qualitative data collection processes in respective districts; assuring data quality; recruiting, training, and supervising enumerators; and ensuring the data collection process; adhering to safe guarding principles, child protection policy, do not harm approach, and gender-balanced perspectives.
ROLES AND RESPONSIBILITIES
- Implement good research practice on the ground, including but not limited to ensuring good data quality, adhering to proper research ethics, following rigid methodology, etc.
- Recruit good quality enumerators based on the ToR
- Understand and implement gender sensitivity perspective as well as the client’s safeguarding policy
- Provide in-depth and comprehensive training for enumerator regarding research methodology, research ethics, research tools, gender sensitivity, and safeguarding policy.
- Supervise the whole data collection process to ensure quality and proper implementation of data collection.
- Conduct in-depth interviews for qualitative assessment if needed
- Ensuring good communication and research ethics are being implemented by enumerators during data collection.
- Establish and/or maintain regular communication with the client and its partners in the field.
- Prepare relevant documentation for research activities.
- Prepare periodic progress reports on research implementation.
- Identify any obstacle related to the data collection.
- Keep core team members aware of the field situation and development.
- Other tasks as reasonably requested by the Deputy Team Leader.
KEY SELECTION CRITERIA
- Currently based in Kupang City/District, Timor Tengah Selatan, and East Sumba.
- Willingness to travel is a must.
- Strong communication and interpersonal skills to be able to work with multiple stakeholders;
- Strong analytical mind and a flair for numbers;
- Demonstrated negotiation skills;
- Women, People with Disabilities, and minority groups are encouraged to apply.
- A strong understanding of gender perspective and research ethics is a must
- At least bachelor's degree in development studies, social sciences, anthropology, agriculture, economics, business administration, communication science, or a similar discipline;
- Fluency in Bahasa Indonesia is a must, and an understanding of local languages is desirable;
- A good understanding of socio-economic and/or CSO-strengthening related programs is desirable;
- Efficient in planning and execution of field research
- Possession of a motorbike as well as the ability to ride it and have a driving license is a must.
- Minimum 1-2 years of experience in data collection, research, development/humanitarian aid, or other relevant experiences.
