Job Description
Program Overview


The Climate Program at WRI focuses on the technical, economic and social benefits of climate action, as well as the cost of inaction. We work with the government to design ambitious climate action plans that align with long-tem climate goals and national development plans. We help policymakers to advance climate solutions through research, policymaking processes, and climate negotiations. We support businesses, civil society, local governments, and other non-state actors as they pursue their own emissions-reduction and adaptation goals. We build tools to track global progress on fighting the climate crisis, inform good decision making and ensure accountability for existing commitments. We work on several initiatives to step up national climate action, ensure good quality of environment while building economies that are cleaner, more equitable and offer better quality jobs.


Low Carbon Development Initiative (LCDI)


The Low Carbon Development Initiative (LCDI) is a major undertaking by Indonesia’s Ministry of Planning (BAPPENAS) aimed to mainstream principles of sustainable development in policy making. It relies on a methodological framework that pursues a change of paradigm away from an old unsustainable model of utilization of natural resources and of reliance on high carbon emission sources of energy into a new sustainable approach that preserves the country’s vast natural capital base, while shifting towards renewable, low carbon sources of energy. The LCDI provides analytical inputs and has been mainstreamed into Indonesia’s Medium-term Development Plan, RPJMN 2020-2024.


LCDI aims to contribute to build low carbon development, achieving Indonesia’s climate action target, and create a sustainable development pathway for Indonesia. WRI Indonesia has been supporting the Ministry of National Development Planning (Bappenas) to initiate and mainstream the LCDI into national development policy. In particular, WRI Indonesia supports Bappenas by providing expertise in research and analytics at sector level, including energy, land-use, waste, and air pollution as well as engagement and communications on the economic-social-environmental nexus. WRI Indonesia collaborates with a variety of partners in Indonesia as well as internationally.


Clean Air Catalyst (CAC)


WRI Indonesia air quality program is growing along with the new USAID-funded program called “Clean Air Catalyst”, which will be implemented by a global consortium that WRI is leading with EDF and other partners. The consortium includes six additional partners: Clean Air Toolbox for Cities (Columbia University), Climate and Clean Air Coalition, Internews Network, MAP-AQ, OpenAQ, and Vital Strategies. The program will work in three pilot regions with WRI international offices and local partners to test and refine a three-part data to action methodology for improving air quality and delivering climate co-benefits. We plan to work with local partners in three pilot regions – one of which is Jakarta, Indonesia – to test and refine a three-part data to action methodology for improving air quality and delivering climate co-benefits.


Long Term Strategy (LTS) on Climate Action


Following the 2015 Paris Agreement, Indonesia submitted their first NDC committing to reduce GHG emissions by 29% below business as usual (BAU) unconditionally and 41% below BAU by 2030 with international support. Following the commitment, Indonesia has submitted the Long-Term Strategy on Low Carbon and Climate Resilience (LTS-LCCR) in 2021, aiming to achieve an ambitious target of Net Zero Emissions by 2060 or sooner. The Government has also committed to achieve FOLU Net Sink by 2030. In parallel, the Government is currently preparing formulation of National Long-Term Development Planning Document for the period of 2025-2045. The synergize between LTS-LCCR with the upcoming Long Term Development Plan is required. The LTS on climate action will have three main outcomes, including: i) improved LTS institutionalization through identifying model indicators, baseline data, and assumptions that remain a gap in the document; ii) Linked target, analysis and indicators stipulated in the Indonesian long term climate action (LTS) with the national long term development planning; and iii) improved policy framework to connect sectoral targets of long-term climate action with future updated NDCs.


Job Highlight


The Climate-Air Quality Action Lead will provide support in project management, research, policy analysis and stakeholder engagement of the LCDI and CAC project. He/she will contribute to the development of high-quality research products that are designed to inform targeted audiences and facilitate program management and development. Reporting to the Air Quality and Cities Project Manager, he/she will also coordinate with Climate Manager and other key personnel of the projects. He/she will provide support in research analysis and necessary stakeholder engagement activities to achieve more ambitious targets from the government in addressing climate change and achieve sustainable development. He/she will liaise closely with the partners implementing similar programs as well as relevant agencies of the Government, local authorities, civil society, and colleagues from other regional offices and WRI global office.


What You Will Do


  • Project Delivery & Management


Low Carbon Development Initiative (LCDI)


  • Provide supervisory work to LCDI consultants and conduct necessary support to smoothen project implementation
  • Co-lead the development of LCDI workplan and lead the budgeting discussions and input into the workplan
  • In coordination with Climate Manager on the delivery of LCDI project outputs and leading to ensure timely reporting to WRI Indonesia donors and government partner
  • Oversee project budget including budget planning, tracking and monitoring with the support from Project Operation Specialist.


Clean Air Catalyst


  • Review data-collection and analysis related to air quality-climate solution and implementation
  • Leading the workstream in finding solutions and improvements in the intersection between climate and air-quality
  • Oversee the delivery of air quality-climate solution by internal team and external parties within Clean Air Catalyst
  • Contribute to outreach and communication of air quality-climate solutions to important stakeholders under Clean Air Catalyst project


Long Term Strategy (LTS) on Climate Action


  • Actively coordinate with LCDI, Clean Air Catalyst, & LTS consortium partners, implementation partners, and subcontractors to ensure clarity of tasks and roles
  • Review communication plans and products (e.g. blog post, op-ed, social media post, press release, presentation, etc.) developed by the team
  • Attend, participate in, and document meetings and conferences with key stakeholders related with formulation of the sectoral policy studies or other research activities.
  • Collaborate and coordinate with government at national and sub-national level, partner organization and staff across WRI Indonesia, WRI Global and international offices.
  • Review research plans and products (e.g. policy briefs, articles, reports, working papers, presentations, technical documentation/guidelines, etc.) developed by the team
  • Represent the WRI Climate & Air Quality team in the external events or engagements relevant to the projects
  • Stakeholder Engagement
  • Supervise project team to ensure delivery of project outputs and report to donor and partners
  • Research and Analysis
  • Co-lead on project implementation and budget discussion of LTS project in terms of project cycle, including annual workplan preparation, implementation, monitoring and reporting
  • Lead strategic meetings and discussion forums with external partners and donors
  • Participate in writing knowledge products, roadmaps, and communication products if necessary
  • Fundraising
  • Provide support in organizing the operational and paper works related for project implementation, such as TOR, agreements, contracts, work authorizations and purchase orders.
  • Give strategic directions of WRI’s Climate and Air Quality research pathway, knowledge development, and communication strategy
  • Maintain great communication with key partners in the projects, be it from the government, private sectors, or communities


Contribute to proposal development under climate, energy, cities and the ocean portfolio.


What You Will Need


Required Qualifications:


  • Ability to write and speak in an organized, clear, and articulate manner for a wide range of audiences, including government, private sector and local NGOs
  • Legally able to work in Indonesia
  • Ideal candidate will have a degree in a related field, preferably with coursework in accounting/business, supply chain and logistics, and corporate sustainability
  • Minimum of 5 year of full-time work experience in a relevant field, with project implementation, project management and financial management experience
  • Ability to travel when needed
  • Detail-oriented and organized thinker who can juggle multiple, competing priorities


Preferred Qualifications:


  • Professional fluency in Bahasa Indonesia and English
  • International experience or prior work in a global organization preferred
  • Interest and experience in climate change, forestry, energy, or other natural resources issues
  • Experience working in the area of research, program management, and reporting


Performance Standard


  • Ability to work well with internal and external participants is essential
  • Must be able to multi-task and planning several events simultaneously
  • Must be capable of setting priorities and working under pressure
  • Knowledge of Microsoft Office Suite is imperative
  • Project management, Financial Management, Grant Management, and Administration activities are expected to be carried out timely and satisfactory with minor supervision


Contract Arrangement


Full-time with fixed-term employment agreement for up to 31 December 2023 with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started. Possibility of extension subject to individual performance evaluation, project needs, and budget availability
