Job Description
Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia’s Law.
TAKENUSA Project focus on strengthening comprehensive Post-abortion Care (PAC) and Family Planning service that is women-centered, safe and non-discriminatory. It will be implemented in 3 districts of Nusa Tenggara Timur province – Kupang, Kabupaten Timor Tengah Selatan, and Kabupaten Flores Timur.
The District Officer (DO) TAKENUSA is a part of TAKENUSA Project team. The DO TAKENUSA is responsible to ensure the successful day to day implementation of activities as per the workplan and provides technical support to all areas of program implementation (health system strengthening, community access, monitoring) in intervention district. S/He collaborates with The HSS Field Officer Kupang TAKENUSA to ensure successful intervention that strengthens provision of comprevensive reproductive health service in project areas.
The DO TAKENUSA reports to the TAKENUSA HSS Field Officer - Kupang, and s/he will need to coordinate with relevants units and other staffs in Yayasan IPAS.
S/He collaborates with the Health System Strengthening (HSS) unit to ensure successful intervention that strengthens provision of comprehensive reproductive health services in project areas. This position also collaborates with the Community Engagement (Cx) Unit that partner with sub-grantees in engaging women, girls and other actors to raise awareness, strengthen skills and creating safe and enabling environment to access reproductive health services.

Summary Of Responsibilities
Project and Program Management:
  • Review and submission of monthly work reports and calendar of activities to supervisors.
  • Identification of any delays, areas/ issues that may cause delay in implementation and ensure that this is quickly addressed through the relevant Yayasan IPAS channels
  • Represent the project in day to day coordination with the relevant stakeholders and liaise with government partners, including but not limited to DOH; Regional Planning and Budgeting Agencies.
  • Be active in regular update with HSS Specialist and Cx Officer to maintain and improve quality project implementation in health facilities and communities.
  • Identification of success stories within the health facilities and community and liaising with the relevant technical focal person for documentation
  • Conduct regular TAKENUSA project monitoring, document it, and submit the report timely to the HSS Field Officer - Kupang.
  • Participate in the development of detailed implementation plan (DIP) of HSS activities and Cx at district level (Kabupaten Timor Tengah Selatan and Kabupaten Flores Timur);
  • Prepare and implement activities relevant to the DIP and ensure its high quality execution. This includes but not limited with ToR development and coordination with Yayasan IPAS Indonesia support team.
Health System Strengthening
  • Monitor continued service provision of reproductive health services as supported at various assigned health facilities and documenting the same, include on timely report service delivery;
  • Coordinate capacity building activities related on reproductive health and family planning services at various assigned health facilities, in accordance with DIP;
  • Liaise with the HSS team on technical issues arising from health facilities for follow-up and action and monitoring;
  • Link providers and clinical mentors/program support team members as need arises
  • Supporting health facilities to organize monthly service delivery in-reach days and outreaches in collaboration with the community mobilisers and partners
  • Supporting implementation of quality of care checks through supporting integration of periodic client exit interviews in health facilities.
Community Access support:
  • Support sub-grantees to ensure quality delivery of work planning and implementation of planned activities in community level;
  • Liaise with the Community Access (Cx) Officer on technical issues arising from community access at the district level.
M&E
  • Ensure submission of the reports on a regular basis or as directed by MEL team;
  • Complete relevant documents and products in the designated portal (for instance in Luna and Terra);
  • When deemed necessary, contribute to the drawing of lesson learned from PAC, FP, and CSE intervention in community.
Technical Assistance:
  • Provide technical advice for sub-grantees to ensure quality delivery of program implementation, as well as the report;
Reporting:
  • Contribute to report preparation for donors and other stakeholders, including data and narrative inputs
Finance:
  • Understand the overall Finance regulation in Yayasan IPAS Indonesia
  • Ensure all activities comply with Yayasan Ipas Indonesia’s financial regulation which includes but not limited to completion of receipts and timely reporting
HR & Administration
  • Ensure all activities comply with the regulation in Yayasan Ipas Indonesia
  • Collaborate effectively with other teams in Yayasan IPAS Indonesia
  • Understand and comply with the HR regulation in Yayasan Ipas Indonesia
Ethics
  • Understand and practice ethical process and behavior as per the organization's standard
  • Contribute to safe working environment where every team member is treated equally and respectfully.
  • Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan IPAS Indonesia
Other
  • Perform other related duties as required
Position Requirements
  • Demonstrate deep knowledge on NTT Province socio-cultural context.
  • Fluent in Indonesian and working knowledge of English.
  • Bachelor Degree in relevant field (health or public health) with at least 3 years of experience in development work.
  • Ability to travel when needed.
  • Experience working in a non-profit organization.
  • Extensive knowledge of Microsoft Office suite.
  • Demonstrated experience in working with health facilities, health professionals, as well as government and non-government stakeholders.
  • Sound knowledge on Health System and Reproductive Health issues with orientation towards improving the space for women’s health.
  • Currently resided in NTT Province is an advantage
