Job Description

CONTRACT ADMINISTRATOR

(12 Months Contract and Possible for renewal)


Description

This contractor position is on a temporary basis and will be located in Indonesia.

Provides input on the preparation of the contract strategy and planning documents. Prepares and manages the bid processes for construction, engineering and construction services contracts required for the execution of the Capital projects. Administer the construction, engineering and construction services contracts during the execution phase throughout close out. Manages the close out process for those administered contracts. Manages the Contract Administration System CAS.

Essential Functions

  • Provides input to contracts manager during the strategy development and planning phases of the project in order to help determine the different packages to be bid out and the appropriate sourcing strategy.
  • Prepares the required documentation to open RFPs based on the approved Contracts Planning documents as well as the project specific PEPs. Manages the RFP process in the designated systems including site visits and leads the evaluation process (coordination with other areas is required) all the way though issuing a recommendation for award.
  • Identifies, prevents, reviews and participates on the negotiation of claims from contractors. Maintains a claims log or register for its contracts.
  • Maintains a register of potential and actual back charges and takes the required actions for those contracts under its responsibility (issuance of notifications, gathering of back up documentation, clarification meetings, etc.).
  • Chairs the kick off meetings and the weekly or biweekly progress meetings with the selected contractors in coordination with the other disciplines. Prepares, distributes and stores the minutes of those meetings in the appropriate systems.
  • Verifies completion of all work, receipt of all required documentation, finalization of all commercial issues, issuance of acceptance/completion notices and verification of close out check lists. Closes out the contracts as required per the agreement documents and in the systems in coordination with the different disciplines as required.
  • Monitors and enforces contracts compliance including submittal of the contractual deliverables according to the milestones and deadlines set on the agreement and prepares the required follow up notices as required when deviations from those milestones exist.
  • Produces the appropriate documentation to award the contracts to the selected contractor after internal approval in a timely manner. Conform agreements for internal review and approval and then manages the execution process by both parties.
  • Coordinates timely issuance and responses of commercial correspondence with contractors in coordination with Contracts Manager and Project Manager. Ensures constant, timely and open communication with Contracts Manager of the status of the contracts under its responsibility.
  • Review and follow up the pay applications or invoices received from contractors to make sure that they meet all the contractual requirements in terms of form, supports, rates, etc. Coordinates the additional reviews required by other members of the team and rejects or approves as applicable.
  • Maintains the change management logs or registries for the contracts under its responsibility up to date, reports the status of those changes and potential changes to the Contracts Manager and monitors the status of the approvals of the required PCNs and CRs in order to issue change orders or contract modifications for execution.

Job Scope Information

  • Budgetary responsibility – Has no budget responsibility.
  • Autonomy/Decision making - Has moderate supervision and some latitude to set objectives, priorities and timelines that may impact department or individual work group.
  • Level of Interaction - Constantly interacts with managers and discipline leaders as well as the contractors’ representatives in a construction related environment.
  • Nature of Work - Works on different contractual related issues and implements solutions mostly through the determination of strategy under guidance and coordination with the Contracts Manager.

·Managerial responsibility - Manages a function or specific program(s) or project(s) but no people.

·Minimum Qualifications

  • Proficient in the use of personal computers in a business environment. MS Word, Excel, Outlook, essential
  • Knowledge of the principles and practices of commercial contracts management
  • Work involves frequent travel and relocation to the site of work
  • University Degree and min 6 years’ experience as contract administrator fro large projects in Energy, Mineral, Construction, Oil and Gas and Heavy Industry.

Language Skills, Certifications and/or Training

•Training in Contracts Management preferably.

•Ability to work on a deadline driven environment with multiple tasks required to be developed simultaneously.

•Knowledge and ability to write and understand contracts language.

•Excellent verbal and written communication.

•Fully Bilingual English/Bahasa Indonesia is required

Preferred Qualifications

  • Prior EPCM experience preferred
  • Working as a team member(Client, EPCM & Contractors)
  • Experience with large copper production and related facilities
  • Heavy industrial construction commercial management experience
