Job Description
Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation works as affiliation of Ipas global so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care as per Indonesia’s Law.
This position poses two important roles – firstly, leading Sexual and Gender Based Violence (SGBV) and Reproductive Justice (RJ) program and its related projects, and providing technical advise to ongoing projects focusing on the aspects of community engagement and policy advocacy. S/he will provide proposal design and technical assistance to develop and grow new projects with SGBV/RJ focus.
The Team Leader/Advisor contributes to country strategic directions to maximize impact of country programs by supportive innovative SGBV &RJ programming.
The competencies required to be successful in this position also include a theoretical and practical understanding of SGBV. Ability to translate those into actionable intervention is a must to guide staffs and inform other units in Yayasan IPAS Indonesian SGBV project design and implementation.
This position reports to Program Manager/PM, and works closely with Executive Director and other units’ Leader in Yayasan IPAS Indonesia to develop a detailed strategy and workplan aligned with project goals to address SGBV and other Reproductive Justice issues, ensuring that its approaches are consistent and technically effective, evidence based and innovative.
Summary Of Responsibilities
Planning:
  • Develop and implement advocacy strategies for advancing the feminist agenda in Indonesia to hold public office holders and relevant institution actors to account for political change on key issues;
  • Provide strategic direction on community engagement and policy advocacy component for Yayasan IPAS Indonesia’s program focusing on sexual gender based violence and reproductive justice (including intersections with climate crisis)
  • Provide proposal design and technical assistance to develop and grow new projects with SGBV/RJ focus
  • The SGBV & RJ team leader will ensure that the design of programmes is technically sound and appropriate and effective in improving individual knowledge, fostering changes in social norms, mobilizing community and CSOs for support as well as meeting needs of SGBV survivors and affected communities.
Project Management:
  • Develop and manage SGBV and RJ focused projects’ workplans, including reviewing the workplans regularly to ensure tasks and milestones are being achieved in timely manner
  • Take an active part in the project issue/risk management process by contributing to the identification and prioritization of existing and potential issues and risk and assist in developing strategies and control to mitigate these
  • The SGBV & RJ Team Lead/Advisor serves as the team leader for all projects on SGBV & RJ, with strong emphasis on the aspects of Community Engagement and Policy Advocacy. S/he will lead and coordinate multiple projects, with the support of his/her team member and other unit within Yayasan IPAS Indonesia
  • Provide technical leadership advice and guidance to on-going program on SGBV, RJ (including intersections with climate crisis) and new programs ensuring high quality and donor responsive SGBV Programming, including support to develop technical reports, assessments, trainings etc.
  • Prepare programmatic reports for timely submission to the donor in coordination with Project Officers, Finance Manager, Program Manager and Executive Director
  • Provide overall support to Yayasan IPAS’s country programs for improving the capacity to provide support that is responsive to the needs of women and girls, vulnerable groups and survivors of sexual/gender based violence.
Technical Assistance:
  • Provide technical guidance to the project and its partners to increase social support, knowledge, self-efficacy related to SRHR, specially for sexual and gender-based violence (SGBV) and reproductive justice resourcesfor women and girls, vulnerable groups, survivors and other community/local stakeholders
  • Support technical input to various assessment related to SGBV and RJ program, including design of formative assessments and monitoring evaluation following user-centered design principles and processes.
  • Oversee the development of impactful and timely policy documents including briefings, position papers, reports and recommendations to relevant government agencies and institutions;
  • Provides technical support for developing social and behavior change strategy that supports for women, girls and survivors of SGBV
M&E
  • Ensure that the SGBV & RJ program has appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring its activities at country office and field levels
  • Supports Program Manager by preparing internal reports: internal semesterly and annual progress report, and ensuring that Monitoring & Evaluation data is reflected sufficiently in these reports
  • Follows up with project team regarding IEC materials and sub recipients/grantee monthly reports
  • Collaborates with the Monitoring Evaluation and Learning unit in reference to Monitoring & Evaluation tools, database management, research publications, and reports.
  • Support MEAL team to develop and design M&E Plan using feminist approach for the program and/ projects
Finance:
  • Support Program Manager, Develop detailed budget plan for SGBV & RJ Program/projects activities. This includes ensuring budget plan and its implementation comply with Yayasan Ipas Indonesia's regulation
  • Contribute to financial reports for timely submission to the donor in coordination with Project Officers, Finance Manager, Program Manager and Director
  • Coordinate with the finance team to monitor Budget vs Actual (BvA) performance under her/his responsibility. This includes the performance of external consultant
  • Collaborate with the Program Manager on conducting regular monitoring of balance between program achievement and budget utilization
HR & Administration
  • Supervise SGBV & RJ team and collaborate with other teams in Yayasan IPAS Indonesia for a successful implementation of SGBV & RJ Program/projects
  • Understand and comply with the HR regulation in Yayasan Ipas Indonesia
  • Ensure all activities comply with the regulation in Yayasan Ipas Indonesia
Other
  • Perform other related duties as required
Position Requirements
  • Fluent in English and Indonesian (speaking and writing)
  • Ability to influence, strengthen and nurture network civil society organizations and social movement
  • Ability to travel when needed.
  • Masters in relevant field (gender equity, social development, human rights) with more than 10 years of working experience in development project and has served in senior technical expert roles for more than 4 years
  • Proven experience in project management and managing team
  • Deep knowledge of feminist agenda and Reproductive rights issues with orientation towards improving the space for women bodily autonomy
  • Extensive knowledge of Microsoft Office suite
  • Experience working in a non-profit organization.
