Primary Objective

• To deliver, from receipt of Requisition through to final deliver, the Long Lead Item Packages identified as EGR Package, HCC Package and CCPP Package.
• Manage all Procurement activities, Purchasing, Expediting, Inspection and Logistics to ensure timely delivery of identified Packages meeting all Project requirements for Quality, Engineering specifications, Safety Requirements and Total Procured Costs
• The effective management of Post Order Change.

Specific Responsibilities

• Coordinate with FEED Long Lead Item Project Engineers to ensure effective engineering interface with vendors and integrate multi-discipline input to RFP packages.
• Ensure Procurement best practice, continuous improvement initiatives and lessons learnt are shared amongst the team members
• Expedite internally and externally against agreed Key Milestone Schedules to ensure timely delivery of Equipment, Materials and required Documentations
• Responsible for all procurement activities throughout the Life Cycle of the Long Lead Items Packages line with the Projects approved Key Milestone Schedules
• Coordination with Long Lead Item Package Project Engineers throughout the Procurement Life Cycle ensuring satisfactory delivery of all engineering requirements
• Compilation of the Request for Quotation (RFQ) Packages- Scope of Supply development
• The Management of Purchase Order Change
• Receipts of Bids
• Preparation of Commercial Bid Analysis and coordination with engineering and bidder for preparation of Tender Bid Analysis
• Chair and lead required Bid Clarification Meetings
• Chair and Lead Purchase Order Kick Off Meetings at Vendors Works
• This position is supported by the FEED Procurement Manager and the FEED Procurement Team. The FEED Procurement Manager develops Procurement Strategies and Plans for LLI Package Managers direction.
• Coordination with Logistics Supervisor on the development. Implementation and reporting on Package Logistics Plans
• Coordinate with Chief Inspector on the development, implementation, and reporting of Package Inspection & Test Plans
• Ensure the LLI Package scope of supply documents are linked to the payment milestones and Company T&Cs
• FEED team and Company stakeholder arrangement
• Seek advice on commercial and legal aspects of Procurement on behalf of the team
• Establish a programme of Procurement health checks and reviews during the RFP process to ensure that activities are carried out in accordance with project procedures and best industry practice.
• Manage Package Procurement team in line with the agreed KPIs and Procurement Package Plan, Monitor, Control and Report progress and identify risks effecting schedule delivery. Lead interventions and risk mitigations to maintain the project's schedule
• Issue of Request for Quotation
• Develop commercial assessment criteria (with FEED Procurement Manager assistance) to identify the Approved Vendor List for LLI Package Suppliers in line with Clients
• Maintain and promote good working relationships and sharing of information within the project team
• The Placement of Purchase Order at Client's Direction
• Coordination of all clarifications during bid period
• Management of the Procurement Long Lead Item FEED teams' input to Company led LLI package procurement activities through
• Work with the project team to ensure the ITT package is set up and executed in full compliance with the Company's procurement requirements
• Follows Procurement Management Developed procurement strategies which result in the best "Total Procured Costs" for the project and the Company.

Requirements

• Direct Experience in successfully engaging with multinational teams
• Minimum 15 years of direct experience
• Excellent team coordination and communication skills
• Relevant Degree or tertiary qualification
• Ability to deal with conflicting priorities in a busy environment
• Extensive previous experience in the procurement management of major rotating equipment packages for projects
• Excellent written and verbal communication skills with an eye for detail
• Direct Experience of Procurement Management of major packages in Onshore Oil and Gas
• Pro-active team player
• Clear working understanding of all Procurement disciplines, purchasing, expediting, inspection and logistics and the ability to successfully manage Key Milestones Schedules through all procurement Life-Cycle activities
• Relevant oil and gas industry experience - Large Gas Compressors, Power Generation Equipment
