Job Description
Fisheries & Oceans Program
Healthy oceans are the lifeblood of our planet. But they're in peril - from climate change, overfishing, habitat destruction and other threats. That's why EDF's Fisheries & Oceans program is working to safeguard the oceans and protect nature while feeding the planet, creating more secure livelihoods, and bolstering more equitable societies for human well-being. One of the greatest threats to the oceans is overfishing, which is why our dedicated team of scientists, economists, and fishery management experts are collaborating with partners around the globe to make sustainable fishing the norm. Through our programs in the U.S., Latin America, and Asia Pacific, we draw on strong science and economic principles to advance sustainable fishing practices, forward-looking policies and innovative tools that support the health of our oceans and the people who depend on them for food and their livelihoods.
EDF has been working in Indonesia since 2019 under a Memorandum of Understanding with the Ministry of Marine Affairs and Fisheries. EDF is currently an implementing partner for the newly launched USAID’s Indonesia Collaborative Fisheries Management Project (Ber-IKAN). This project is aimed at seeking to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries.
Overall Function
The Fisheries Management Manager will work with diverse partners in Indonesia, including the USAID Ber-IKAN management and EDF team to contribute to the design and implementation of the USAID Ber-IKAN Collaborative Sustainable Management Project, that is inclusive, participatory, and science based. The candidate will work to oversee the development of science and management tools, synthesis of fisheries biological, social, and economic data for the selected target fisheries that contribute to the USAID Ber-IKAN desired outcomes. The candidate will also be responsible for assisting EDF and partners in designing and implementing sustainable fisheries management models in the selected project locations within the WPP 711 and WPP 715 that benefit communities and marine resources and ecosystems alike.
This position will be based in Jakarta and will be a key member of the EDF Indonesia team, working full-time to support the USAID Ber-IKAN project activities. This position will report to the Objective 1 Senior Fisheries Management Lead of the USAID Ber-IKAN project.
This is a fixed term position through 2027.
Key Responsibilities
  • Manage the execution of a participatory science-based process using FISHE methodology and/or other suitable methodologies that brings together Fisheries Management Councils (FMCs), provincial DKPs, fisheries co-management committees, communities, district governments, NGOs, and the private sector to develop, review and/or refine the selected priority fisheries management plan, harvest strategies and action plans in Fisheries Management Areas (WPPs) 711 and 715.
  • Participate in advancing EDF diversity, equity, and inclusion goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.
  • Collaborate with the EDF team to prepare and implement project strategies, work plans, budgets, and reports.
  • Identify opportunities to act on KKP recommendations to strengthen WPP institutions and the roles of the WPP executive coordinator, scientific, and consultative panels to foster collaborative management builds resilience from supply chains to SSF communities. It includes the establishment of working groups to support these processes with members from industry, small-scale fishers, women, Indigenous Peoples and other minority groups, district/village leaders, youth, and community-based organizations.
  • Coordinate provision of support to provincial governments and MMAF to implement fisheries reforms such as output-based fisheries licensing and taxation processes (e.g., Measured Fisheries /Perikanan Terukur), educate communities and the private sector on these reforms and develop ways to utilize the Ber-IKAN grants program to partner with local NGOs, media partners, social media opinion leaders, women groups, youth and indigenous people.
  • Manage stakeholders to set priorities and establish and implement fisheries management action plans using the FISHE methodology to assist each provincial or district counterpart in conducting ecosystem health assessments (including baseline vulnerability assessments) to understand the ecological and socio-economic impact of climate change and supply chain risks).
  • Participate in internal EDF training and mentoring activities to increase knowledge and skills of fishery science and management.
  • Establish and oversee close working relationships with USAID Ber-IKAN partners, including MMAF, provincial DKPs, and district or village governments, to direct implementation plan and facilitate participatory and inclusive co-creation processes that increase small-scale fisheries, community-based organization, community, and private sector involvement in fisheries management.
  • Oversee efforts to increase accuracy and adoption of eLogbook for vessels under 30 Gross Ton (GT), and work with KKP and provincial DKPs to increase the use and accuracy of eLogbook on small and medium-sized commercial vessels in target fisheries. It includes building partnerships with industry associations and companies to create an incentives and rewards program to increase eLogbook compliance in SSF and commercial vessels.
Qualifications
  • Excellent communications in Bahasa Indonesia and English, and ability to communicate with local stakeholders.
  • Demonstrated ability to work independently, meet deadlines, and produce high-quality results.
  • Demonstrated ability to communicate, manage and work collaboratively with diverse stakeholders in professional and field settings.
  • Existing network of relevant government, value chain, community and university contacts is preferred.
  • Demonstrated experience in project management tools and project budgeting.
  • Demonstrated experience in fisheries management, including fishers’ community development.
  • Ability to work productively and collaboratively with colleagues located in multiple offices and time zones.
  • Demonstrated self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds.
  • Ability to manage multiple projects, tasks, priorities, and deadlines concurrently.
  • Ability to learn and apply EDF's outreach, scientific, technical and policy tools to analyze, understand challenges, and develop fishery management solutions.
  • Proficiency in the use of PCs and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).
  • Willingness to learn and understand the priorities and politics of the local communities as they relate to economic development, fisheries and environmental affairs.
  • Commitment to the mission of Environmental Defense Fund.
  • Demonstrated experience in managing and guiding large multistakeholder groups and projects, including experience with strategic planning, communications, project implementation and driving results.
  • Excellent written and oral communication skills.
  • Familiarity with government decision making process at national and local government level.
  • Minimum Bachelor’ Degree in fisheries or coastal and marine resource management plus 6 years of relevant experience.
