Job Overview:

• Authorized to manage the fabrication and operation activities of the Batam Fabrication Yard.
• Review budget and staffing
• Ensure compliance on a company, local and international level
• Oversee planning, maintenance and efficiency
• Oversee operational policies and procedures
• Prepare operational and management reports
• Drive sustainability growth and minimize losses
• Oversee day-to-day operations include finance and human resources

Responsibilities
Key Tasks and Responsibilities:

• Leads maintenance in development of asset registry and continued accuracy and control of assets. Provides equipment look ahead information to ensure asset availability meets demands. Drives initiatives on asset disposal.
• Allocation of labor and equipment resources to projects.
• Developing the assigned annual operating budget, monitor budgeted performance to ensure adherence to budget, identify variances and implements cost reduction strategies when required.
• Leads Welding Operations and Prefabrication groups and liaises with Weight Monitoring Groups to ensure inspection, non-destructive testing, dimensional survey and structural weighing activities respectively are undertaken according to schedule.
• Implementing remedial actions to recover any slippages in fabrication schedules.
• Develops succession planning for Senior yard personnel resources.
• Ensures all fabrication personnel are aware of standards to be followed in their work and that all Construction Managers, Area Superintendents, Supervisors, Foremen, etc. are continuously monitoring the work of people in their area and effectively supervising to ensure conformance.
• Participate in and establish plans for short-, medium- and long-term development of the Batam fabrication facility.
• Leads operational performance reviews and drives through changes in collaboration with yard and projects resources.
• Liaises with Quality departments across Yard and Projects to identify operational shortfalls and concerns and provides practical actionable solutions.
• Provides guidance and oversight in the application of the MOC process across all projects and operations.
• Mentors, coaches and advises subordinates and functional reports in continual improvement, personal development and career advancement through to goal setting and performance evaluation and feedback.
• This shall include, but not limited to the following:
• Supports and enforces the Compliance/Ethics program as described in the Corporate “Code of Business Conduct”. Reporting possible or actual ethics violations to a member of the Regional Compliance Team or to direct Supervisor/Manager. Provides guidance and mentorship for direct reports related to Compliance/Ethics issues. Assist when requested with investigations into compliance/ethics investigations and reports. Maintain confidentiality of ethics issues and those who report possible or actual compliance/ethics issue.
• Participate in establishing plans, budgets and approval of Capital Expense projects and equipment for the Batam fabrication facility
• Provides mentorship to developing / new construction Manager (s) through mentorship program.
• Develops and maintains KPIs for full spectrum of yard operations and project execution support, provides guidance, improvement plans and drives accountability for compliance.
• Any other tasks as assigned by the Director of Fabrication Operations
• Ensuring non-conformities are corrected prior to further work being carried out on non-conforming items.
• Drive improvements in Fabrication planning, progress, overall project and productivity reporting.
• Demonstrates and takes the role of SME on all fabrication and construction matters related to Batam Fabrication Facility.
• Leads planning in yard layouts and space allocations, initiates and maintains detailed plans by facilities and projects related to yard and projects manpower.
• Ensures that all Safety and Quality standards set by Management are understood, effectively transmitted to the workforce and followed. Continuously monitors the to ensure conformance to the agreed requirements.
• Oversees Materials Management Group to ensure timely action on materials receiving and issuance, compliance to KPIs and action plans to ensure continuous improvement.
• Takes the role of custodian of bid inputs through constructability and execution methodology and finds novel solutions to complex problems and challenges.
• Ensures the work is carried out to Approved for Construction drawings and specifications, welding procedures, erection procedures, load-out procedures and to the fabrication schedule.
• Leads welding operations in initiatives and programs aimed at continual improvement of welding quality and efficiency.
• Takes the stewardship role in ensuring that constructability reviews are carried out at the appropriate intervals and when change occurs.
• Works closely with Batam Craft Training Centre (BTTC) to develop specific targeted training needs to address operational shortfalls or concerns and welding operational advancements.
• Fiscally accountable for operating budgets and maintenance of budgets relevant to operational hours loadings.
• Leads initiatives in continual improvement of Fabrication Yard processes and practices through measurement, audits, provision of training and resources and specific action and the established Batam improvement plan.
• High standard of safe working practice, quality and productivity as well as compliance with the code of business conducts.
• Guides Welding Engineering group in accurate allocation of resources, development of PQR, WPS and WQT plans and execution to ensure the most efficient use of resources and execution of the work.
• Identifying and advising any training needs for fabrication personnel.

Qualifications
Essential Qualifications and Education:

• 20+ years in fabrication and construction.
• Min 8 years’ experience in Construction Management and or Operational Roles.
