Terms of Reference: Training Consultancy

Trainer(s) for Workshops on National Regulations in Labour Sending Countries

(Indonesia and Myanmar)


Location: Home-based

Starting date: August 2023

Application Deadline: August 7, 2023

Consultancy Timeline: August 10 – September 4, 2023



  • Strong oral and written communication skills;
  • Malaysia relies substantially on migrant workers across its industrial agricultural and manufacturing sectors, including within the palm-oil industry. Labour exploitation is a significant risk which is exacerbatedby inadequate understanding of the relevant legal, regulatory, political, and cultural environment for foreign workers, across Malaysian, international as well as labour-source countries.
  • In addition to the specific outputs as listed above, the consultant must ensure that they:
  • Ability to work on own initiative as well a member of a team;
  • Are able to deliver the training online, at agreed scheduled sessions within 2023.
  • Completed training evaluation forms;
  • Scope of the Consultancy
  • Comprehensive training material, tools and resources in the English language;
  • Demonstrated ability to work and communicate with people in a courteous and cooperative manner, with high standards of ethical conduct.
  • Purpose of the Consultancy
  • Ability to work towards deadlines, cope with multiple tasks, competing and changing demands, and with minimal supervision;
  • Proven experience in planning, developing and delivering online capacity building workshops / trainings; very good knowledge of training techniques and methods;
  • Provide brief training(s) report, inclusive of each training session delivered and any recommendations or follow-up requirements that are identified.
  • Design the content of the sessions using powerpoint slides;

  • To develop, plan, organise and deliver English-language training on national regulations in one or more labour sending countries (as listed). The training should be easy to deliver and straight-forward and engaging for participants. The task of the consultant will include the following:
  • Three examples of recent similar deliverables (training reports, training guides, webinars, tools, etc.);

  • A minimum of delivery of two training sessions (2-hours per session) on national legislation and regulations in selected labour sending countries;

  • Regularly report and seek approval with the Project Lead in order to ensure session content and format are well-matched to the requirements of the assignment
  • Completed pre- and post-training tests;
  • A minimum of three years’ experience in a training or capacity building role, including at least 2 consultancies with international organisations on foreign labour migration;
  • Experience with, and strong understanding of, national legislation and regulations on foreign labour migration in at least one of the four labour sending countries to Malaysia; such as Indonesia and Myanmar.
  • Develop learning outcomes and overall structure for the session;
  • CV(s);
  • Develop the required tools and resources for the training in good time to allow for review and approval at each stage.
  • A short narrative proposal (approx. 2-3 pages) describing how you meet the criteria for the consultancy, proposed approach, and general outline of the workshop / training sessions;
  • List of any background reading and suggested resources for participants;
  • Excellent proven written and spoken knowledge of English and one or more of the following languages; Bahasa Indonesia and Burmese.
  • Consultant Requirements and Experience
  • Draft relevant additional tools, such as a simple pre- and post-training tests for participants;
  • Budget estimation for the design and delivery of each training session; including number of total days and daily/hourly rate;
  • Embode aims to improve awareness of Malaysian businesses of national regulations of labour sending countries – Myanmar and Indonesia - to enhance responsible recruitment processes. In this endeavour, Embode seeks to engage expert short-term consultants with significant knowledge of national regulations on foreign labour migration within listed countries. The objective of the consultancy will be to develop and deliver online training sessions per respective country to Malaysian businesses.
