Project Summary


MSI is a subcontractor to Panagora in implementing the USAID/Indonesia Monitoring, Evaluation and Learning Project (MEL-P). MEL-P’s purpose is to support the implementation of the Country Development Cooperation Strategy (CDCS) for Fiscal Year 2021 – 2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise to USAID/Indonesia. The activity will also provide support to USAID initiatives, such as the Indo-Pacific Strategy, and newly enacted Foundations for Evidence Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape the long-term strategic direction of programs, and enable USAID/Indonesia to comply with USAID’s Evaluation Policy and USAID Automated Directives System 201. USAID has asked MEL-P to provide support in assessing training needs among its implementing partners related to monitoring and evaluation and in developing and delivering appropriate training.

Position Summary


The Monitoring and Evaluation (M&E) Training Advisor will work closely with MEL-P staff and USAID to provide this support. The Advisor will also be responsible for preparing session material and supporting the facilitation of upcoming trainings with the project. The Advisor will assist in strengthening the project’s M&E component and creating monitoring and evaluation tools for the MEL-P staff and project.


Responsibilities


  • Support the preparation and co-facilitate a selected number of sessions of the planned training in order to strengthen partners’ technical capacity to conduct monitoring, evaluation, and learning processes.
  • Compile and analyze results of the M&E training needs assessment survey that has been sent to USAID partners.
  • Prepare a concise report to identify training topic priorities and inform design of training materials.
  • Review existing training materials and develop the first draft of selected training topics.
  • Support USAID to strengthen collaborating, learning, and adapting among implementing partners, including how partners have an opportunity and space for sharing and discussing new ideas, solving common challenges, and identifying and sharing helpful tools, resources, and best practices.
  • Attend MEL-P and USAID preparation sessions and read required document sources to become familiar with USAID’s monitoring, evaluation, and learning key principles/requirements and policy updates.


Qualifications


  • Strong presentation, facilitation, data analysis, and report writing skills required.
  • Ability to interact with people at various professional levels and with multicultural backgrounds required.
  • Ability to use Microsoft Suite office software such as Microsoft Word, Excel required.
  • Knowledge of M&E approaches, tools, and methodologies, quantitative and qualitative monitoring methodologies required.
  • Ability to design, implement, operate and/or manage M&E plans, systems, tools, and templates, including indicator selection, target setting, and reporting required.
  • Strong understanding and ability to navigate the Indonesian government systems and cultures, and ability to work collaboratively with government counterparts preferred.
  • Minimum three years of experience in designing and delivering training and/or mentoring with strong facilitation skills required.
  • Bachelor’s degree in public administration, international development/relations, political science, economics, or related social sciences required.
  • Strong oral and written communications skills in Bahasa Indonesia and English required.
