Job Description
Health Safety Quality Environmental (HSQE) Advisor

The Role


The HSQE Advisor will report to the Regional HSQE Manager and will contribute to implementing and monitoring the HSQE policies and arrangements on Irish Water Networks Programme. This will involve supporting and collaborating with the project team, internal and external stakeholders, auditing, monitoring and measuring HSQE performance, assisting with HSQE reports, sharing best practice and coordinating activities within the project team.


Key Responsibilities


  • Develop external relationships and attend HSQE-related learning and networking events.
  • Assist and support the Project Management
  • Assist in the implementation of Farrans’ internal HSQE management system (HSQE),
  • Promote and act on Farrans ethos ‘Nothing we do is so important that we cannot take the time to do it safely’
  • Enable Farrans to secure repeat business by exceeding client expectations,
  • Develop effective working relationships with delivery team on site


Sustainable Growth


  • Support the development and upskilling of key supply chain partners to achieve greater HSQE performance e.g. internal training.
  • Collaborate with internal stakeholders to develop and apply a long-term plan to enhance Company HSQE performance.
  • Support the development of continuous improvement practices including HSQE alerts, communication and knowledge sharing,
  • Participate in post-project reviews and lessons-learned exercises to ensure improvements are captured as part of the HSQE improvement plans


Responsibility


  • Assist the implementation of a Farrans-wide consistent management approach to HSQE requirements,
  • Keep up to date with legislative changes for the Ireland region
  • Support the Project Manager regarding regulator queries and requests
  • Assist with the external audit programme for Irish Water and Farrans,
  • Positively influence HSQE leadership behaviours by your own actions, set the standard and demonstrate high standards of ethics and professional integrity,
  • Lead HSQE agenda to ensure guidance and support is in place for project teams in relation to regulatory and client specific requirements
  • Support and assist with incident investigations and reporting to ensure company operating procedures are implemented
  • Plan and conduct regular audits of site locations HSQE practices and documentation,
  • Support and guide Farrans’ management with a positive solutions-based approach to addressing challenges in HSQE


Empowering People


  • Be fully engaged and support the implementation of the HSQE competency toolkit, using it as a tool for self development
  • Fully embrace and implement Farrans’ performance management process, using it as a tool to set and deliver SMART technical and competency related targets and objectives
  • Coach, guide and support Farrans’ supply chain through pre-start meetings, performance reviews etc. to secure their engagement and understanding of Farrans’ HSQE expectations Prepare and deliver HSQE-related training, briefings and CPD materials to facilitate staff promotion and progression,
  • Coach, train and mentor Farrans’ staff in HSQE matters through the audit process, incident investigations and relevant project matters.


Customer Service


  • Provide HSQE advice and support to project teams and supply chain during project mobilisation phase,
  • Prepare timely post-audit reports and identified actions to project and company management teams,
  • Provide feedback and communicate lessons learned/ best practice across the organisation.
  • Provide advice and guidance to project management teams,
  • Provide HSQE advice and support to ‘in-progress’ project management teams,
  • Establish and foster positive professional relationships with keys clients, consultants and suppliers,
  • Monitor the completion of corrective & preventative actions and the close-out of NCR’s, Assist in the preparation of monthly HSQE performance data and reports for management and senior leadership,


Culture


  • Promote HSQE performance and standards through local and nationwide memberships, affiliations and awards submissions
  • Promote and act on Farrans’ ethos ‘Nothing is so important that we cannot take the time to do its safely’ demonstrating a consistent approach to HSQE expectations
  • Develop and maintain an open, transparent and consistent approach to improving HSQE standards, through the audit process, incident investigations and any HSQE reviews. Continually critically assess Farrans’ HSQE standards and performance. Encourage and seek HSQE innovations through internal HSQE reviews, peer group meetings, supply chain reviews and client forums
