Project Description


Tetra Tech was awarded the USAID Sustainable Energy for Indonesia's Advancing Resilience (SINAR) project from January 2021 to January 2026. SINAR seeks to advance Indonesia's development goals in expanding reliable and equitable energy services necessary for sustainable development and inclusive economic growth. To achieve this goal, SINAR will focus on the following areas: 1) Accelerating deployment of advanced energy technologies, 2) Improving performance of energy utilities, 3) Applying procurement best practices, and 4) Establishing an institutional framework and capacity for energy sector transformation. By achieving this goal, USAID will contribute to Indonesia’s Sustainable Development Goals and 2020-2024 National Medium Term Development Plan.


Position Summary & Job Purpose


We are recruiting an experienced Finance and Accounting Officer to assist the Finance Manager in all aspects of financial management and project accounting. He/she will ensure that financial transactions and processes accounting according to the Generally Accepted Accounting Principles (GAAP) and the SINAR Project Financial Management Manual. He/she must also follow and comply with all relevant USAID and local Indonesian government policies, procedures, and regulations. Learn more about SINAR project here.


Position Responsibilities
  • Under Finance Manager guidance, proactively lead in processing VAT exemption as per USAID’s standard operating procedure. Initiating the request letter to USAID, GOI Technical Counterpart Agency, Ministry of State Secretariat, and Tax Office and ensuring its VAT exemption trackers are updated and maintain all related files, approval, and relevant correspondences.
  • Record advance and acquittal, maintain and updates advance logbook and send reminder/notices to custodian related time of overdue advance settlement.
  • Perform other related duties and functions as assigned.
  • Process all bank payments (electronic payment) through online banking system, ensuring that proper supporting documents are included and authorized in accordance with SINAR standard procedures.
  • Prepare and submit tax payment to tax authority on a monthly basis.
  • Prepare monthly withholding taxes data: Article 21, Article 23 and Article 4 (2)
  • Assist the Finance Manager to produce various management reporting.
  • Assist the Finance Manager to prepare monthly accounting transactions closing, prepare scan copy of all financial transactions and upload them into Egnyte drive.
  • Prepare payments voucher/disbursement bills and enter all financial transactions in QuickBooks ensuring expenses are charged to the appropriate GL Code and CLIN in a timely manner.
  • Assist the Finance Manager on handling Indonesian taxation, which include:
  • Regularly updates and maintains project fixed asset register.
  • To maintain and responsible of the project’s financial documentation and accounting filing systems, both physical and electronic, ensuring all vouchers are in order, complete, correct, have bank slips and other required supporting documents attached and scanned completely.
  • Response to queries of payment status/accounts/expenditures/ obligations and resolve any discrepancies.
  • Conduct cash count and review petty cash reconciliation whenever petty cash holder submit petty cash replenishment.
  • Assist the Finance Manager in monitoring and liaising with project partners on financial matters.
  • Compile and archive documents of monthly tax return
  • Review petty cash transactions for compliance and accuracy.
  • Support the Finance Manager in monitoring and reporting petty cash managed by Finance Assistant, which include but not limited to:
  • Verify the billing statement or invoice from vendor, local subcontractor, consultants, staff expense report (travel expenses, cash advance settlement), ensuring that all required supporting documents are complete and filed accurately.


Essential KSAs Required (experience, Skills, Education, Certification, Etc.)


  • Advance skill in Microsoft Office application
  • Experience with enterprise accounting software (QuickBooks is a plus)
  • Fluency in English and Bahasa Indonesia
  • Energetic, forward-thinking, and creative individual with high ethical standard and appropriate professional image
  • Knowledge of Indonesian Financial Accounting Standards (IFA), Generally Accepted Accounting Principles (GAAP), Indonesian Tax Laws and International
  • 3-4 years of professional experience in finance and accounting or financial management
  • Bachelor’s degree in accounting/Finance or equivalent
  • Ability to work under tight deadlines.
  • High level attention to detail and accuracy
  • Financial Reporting Standards (IFRS)


Valued But Not Required KSAs


  • Familiarity with the Indonesian Energy Sector is a plus.
  • Experience in financial management of USAID Project and knowledge of USAID operational policies and procedures (ADS) preferred.
