Job Description

The Operations Supervisor:

  1. Must ensure operational integrity for flights by strictly complying with safety and security regulations, and following procedures and regulations established in the operational and safety manuals in force.
  2. Manages quality standards in order to ensure customer satisfaction, controls cost at the lowest possible level, and optimizes aircraft (and if applicable: truck) capacity, contributing to customer satisfaction and maximization of load factor while contributing to sustainability leadership goals of the company
  3. Is the representative of the operations team for South East Asia in the station in which he/she is located while also performing tasks related to flight operations from other stations in South East Asia on a roster basis. In this capacity, he/she will be required to maintain close communication with both internal stakeholders (e.g. Sales, Customer Service) as well as with external stakeholders (e.g. GHA, authorities, suppliers).


KEY RESPONSIBILITIES

Management/administration

  • Structure and manage an adequate process to supervise the handling process by third parties and/or execute cargo operations activities if needed. Guarantee that all staff of third parties involved in handling flights is trained according to regulations standards.

Elements are:

  • Support and develop the local handling team through training and evaluation
  • Engineering of Local Operations Procedures


Compliance Management

  • Ensure integrity of data capture, and address transmitting issues.
  • Participate in incident investigation processes and implement corrective actions.
  • Facilitate and follow up on external, internal audits and inspections.
  • Be accountable for compliance with the Safety Management System (SMS).
  • Management of Safety, Security, and Customs topics.
  • Be accountable for the application of the carrier(s) AOC and local rules and regulations of the stations under his/her responsibility.


Safety Management System (SMS)

  • Maintain current on all relevant training in order to keep up-to-date and have a high level of standard.
  • Monitoring and follow-up on inbound and outbound non-compliance issues for improvement and preventive measures with origin and Hub.
  • Read and understand the content of all operations manuals and keep up-to-date with all published changes.
  • Compliance: execution and steer towards improvement with local Operations, Ground Handling company (GHA), local authorities, and industries-related organizations.
  • Implement and maintain “5-Must-haves” principles.
  • Report unsafe situations and actively mitigate risks.
  • Perform and follow up on performance reviews with GHA and action items coming from audits, inspections, and other relevant platforms.


Supplier management

  • Make report events, SMS performance, and action implementation during internal review and external meetings with suppliers.
  • Manage and continuously improve operational quality via operating mechanisms and quality measurement systems in close cooperation with Regional Operations Manager, Director of SE Asia and AOD’s.
  • Support the supplier in the implementation of the AF/KL operations projects.

Elements of the above are:

  • Guarantee all tracking/tracing (local) monitoring requests are actioned and ensure an accurate and timely response.
  • Monitor Suppliers, staff, and equipment to achieve all quality targets and to execute all working procedures required on a per-shipment and flight level.
  • Take local actions to correct any deviations or discrepancies and report to Regional Operations Manager, AODs, and Market Manager.
  • Perform regular review meetings with suppliers for analyzing and taking action against deviations and discrepancies.


Cargo Handling

  • Ensuring clear loading and buildup instructions.
  • Organize and steer local trucking operations in case applicable.
  • Control and enforce adherence to the AFLS processes i.e. Queue treatment & creation; flight planning; reassignment of shipments when applicable.
  • Ensure check on the export manifest and manage disruptions (i.e. offloads) when needed.
  • Export and Transit: while on the roster, guarantee build-up plan instructions for South East Asia flights (or trucks) based on the final booking list, which will comply with all legal and procedural regulations. Elements are:
  • Loading instructions for special loads like heavy and big shipments.

• Import:

  • Organize arrival manifest’s review for irregularities prior to flight arrival, problems’ anticipation, and instruction of third parties on necessary actions to alleviate or minimize consequences.
  • Organize future flight previews for potential conflicts, especially for cargo planned from another station.

• Communication

  • Messages with regard to individual shipments, flights, and other events must be sent correctly, on time, and according to pre-defined procedures to relevant and specified parties.


• ULD and stock control

  • Ensure station stock is managed effectively at the lowest possible cost
  • Guarantee equipment is monitored by third-party staff, recognize training needs and organize locally
  • Ensure ULD stock information is communicated timely and correctly
  • Guarantee available equipment and consumables used for handling.
  • Elements are:


• Finance and accounting

  • Ensure GHA performs correct other charges collection procedures.
  • Guarantee and/or perform the execution of the initial audit on all invoices for services performed at the station including but not limited to the handling invoice, equipment leases, maintenance, and consumables such as plastic, wood, etc.
  • Correct and on-time handling of invoices in compliance with accounting procedures.
  • Steer and/or lead any discussion with suppliers on all cost discrepancies.



JOB REQUIREMENTS

  • The high energy level and ability to work independently with minimal supervision
  • Diploma/Degree or higher in logistics is an advantage
  • Strong procedural discipline combined with high safety and security awareness
  • Communication skills (oral and written)
  • Proven supervisory experience > 5 years in a logistics or multinational company
  • Experience with airline cargo handling processes is an advantage
  • Confident decision-making and strong problem-solving skills
