The Role

The Health Safety Officer is responsible to manage the overall functions of health and safety hazards and develop strategies to control risks in the workplace. They inspect construction sites to ensure compliance with workplace safety regulations and those for the handling and storage of hazardous substances and to ensure compliance with the established codes, procedures, and standards.

The Health Safety Officer is responsible for organizes and coordinates efforts on both sides of the ball to help keep Subcontractor employees out of harm's way. He/she is responsible for keeping everyone safe throughout every phase of construction, from demolition to decoration. By definition, a construction Safety Officer in Batam is someone who manages safety programs on construction sites, ensuring that all crew members are following the procedures and rules set by Indonesia Workplace Health and Safety laws.


Key Responsibilities:

General Duties HEALTH, SAFETY, ENVIRONMENT, SECURITY & INDUSTRIAL RELATIONS (HSES & IR)

• Act as an ambassador of the company in all aspects of HSES & IR.

• In conjunction with Contractors’ Superintendents undertake a weekly HSE inspection of allocated work areas.

• Ensure that contractors understand and implement the Oil State’s site HSES plan, including permit to work, toolbox talks, visible and relevant safety signs, safety surveillance, installation and maintenance of firefighting equipment, emergency warning signal, muster areas, and emergency evacuation drills.

• Agree method statements, risk assessments and job safety analysis. Ensure that all work is carried out in accordance with agreed method statements.

• Ensure all hazardous activities and those with potential risk to material or personnel, have an agreed method statement, and risk assessment prior to commencement of work.

• Maintain Oil States Industries supervisory attendance at all contractor toolbox talks and safety meetings. Encourage contractor safety incentive schemes and promote team building efforts.

• Ensure Contractor and Oil States Industries personnel understand and fully operate the project permit to work system including tag/lock-out requirements, and that only contractor authorized personnel operate the permit to work system.


LEGAL

• Comply with Company and Client secrecy agreements, and compliance, pertinent to the Construction Site and associated activities.


MANAGEMENT

• Oversite of all field activities associated with the construction of a factory complex to ensure compliance to all HSES regulations and requirements.

• Provide daily supervisory surveillance checks and records, ensuring that contractors’ management and supervision are providing safe working conditions and permitting procedures, protective equipment, experienced/qualified supervision, and manpower, with reliable, well-maintained equipment to execute the contracted works as per contract schedule and targets.

• Ensure practical security and protection of the works and that all contractors’ provisions for temporary lighting, transport, vehicles, plant and equipment, hand tools are in adequate supply and totally fit for purpose.

• In conjunction with Contractors, other discipline leads and HSES Officer, develop all necessary safe working and tag/lock out procedures for implementation at the required phases of the project.

• Review method statements for pre-commissioning and commissioning activities to ensure workface co-ordination and integration has been considered and all the project Quality and HSE requirements have been complied with.


Prerequisites:

• Diploma/bachelor's degree. Common majors for aspiring construction safety officers include engineering, construction management and occupational health and safety and/or equivalent industrial practical experience with Indonesia HSE certificate (AK3 Umum) • 4 years’ experience in working in a HSES Officers role.

• 4 years’ experience in working Construction environment and be familiar with Construction processes.

• To have 3 years management experience in leading a team. • Certification in Indonesian Government approved Occupational Health and Safety (AK3 Umum)

• Possess strong analytical and decision-making abilities.

• Demonstrate effective communication with employees of all levels and with customers.

• Able to work efficiently in a diverse environment, perform work under constant pressure.

• Good organizational and time management skills

• Good English communication

• Possess strong interpersonal skills and relates effectively to diverse workforce.

• Applicable for Indonesian Resident

• Knowledge of the following execution and coordination activities:

➢ HSES and Quality Plan.

➢ Constructability/Build Sequence.

➢ Temporary Works.

➢ Field Execution, Temporary Site Facilities.

➢ Site Material Handling.

➢ Knowledge of Planning, Progress, Scheduling, and change control.
