BACKGROUND OF THE PROJECT AND ASSIGNMENT

In the final year of GRAISEA 2 implementation, support for producer groups to have gender policies and increased women’s participation and leadership remain to be a primary focus. Along with the continued focus on climate change adaptation for targeted sectors and stakeholders, it remained set as a high priority for GRAISEA 2 - Especially concerning various environmental effects of climatic and weather unpredictability within the GRAISEA 2 implementation value chain, countries and regionals. To assess the effects of such environmental risks in promoting shrimp farming in Indonesia, a comprehensive Vulnerability and Risk Analysis (VRA) for Private Sectors and Knowledge, Attitudes, and Practices (KAP) assessment on Market Actors in the Shrimp Industries in East Java and Sulawesi were conducted in July 2022.

The study finds that the processors and exporters further downstream in the value chain with links to producers’ groups did possess a degree of awareness about increasing environmental risks on shrimp farming from their existing coordinated approach to address those risks. Lack of coordination, limited knowledge of the long-term effects of such climatic changes and poor resources (technology and human capacity) to disseminate effective advice during farming cycles have been identified as challenges to ensure sustainable and commercially successful growth for the shrimp industry – which happen along the globally increased demand for Indonesian shrimp in destinations such as the USA, Europe and neighbouring Asian markets. As the result, emerging environmental issues may effectively result in negative growth for the sector as on-farm productivity took a nose-dive and competition for export-oriented quality shrimp and other global price rise factors reduce exporters’ competitiveness in the global markets, all assuming that climatic conditions continue to deteriorate and affect shrimp farming practices in the clusters in general. Based on some of the solutions proposed in the KAP and VRA study, a follow up ‘Intervention Activity in Indonesia for Integrated Climate Change Environmental Risk Management for Shrimp Value Chain’ was developed with primary and achievable objectives outlined as follows:

  1. To increase the effectiveness and timely delivery of information on environmental issues and risks associated with unpredictable weather conditions during cultivation and harvesting seasons.
  2. To ensure better knowledge, attitudes, and practices among upstream actors, that can support producer groups with better environmental risk management practices. This may include a review of pond infrastructures, water quality and temperature monitoring and management system, aqua-chemical management systems and effective and accurate weather forecasting systems at the production level, among other vital logistics and infrastructure needs.
  3. To strengthen the capacity of various actors/channels who primarily interact with producers/farmers/cooperatives during the preparation, production and harvesting period.
  4. To ensure the continuation of support to help farmers to better predict and prevent disasters, to improve plans and preparations, and helps in adopting newer practices.
  5. To ensure the continuation of knowledge supply by engaging university and research bodies, who will continue to update their works on newer environmental and climatic mitigation challenges, and have greater links and relevant knowledge on policies, practices and technologies for adopting climatic challenges and ensure better economic and livelihood practices among coastal communities, that are extremely vulnerable to on-going and future climatic shifts, by diversifying their economic activities.

The follow-up aims to address some fundamental challenges around climate change and its environmental and economic effects on the sustainability of the shrimp sector in the long run. These challenges are not necessarily comprehensive to address all issues but rather address root causes around productivity loss and overall growth obstacles related to environmental hazards affected by weather conditions during the production season. Such preventive outcomes may result in higher resiliency among the shrimp farming community and better-coordinated efforts among all stakeholders within the value-chain stream to ensure sustainable growth of the sector.
