Job Description
Develop, monitor and provide continuous improvement of a robust project –quality management system through process owners as well as manage the quality personnel availability and competencies to ensure the compliancy through the internal audit program and enhance awareness of ‘quality’ within project in terms of maintain project contractual requirement & company’s quality certification. Requirements:
Minimum bachelor degree in Engineering
Minimum 15 (fifteen ) years’ experience in Quality positions, with supervisory or management roles
Good knowledge on Quality Management Tools (e.g. TQM, QCC, SPC, Balance Scorecard, etc.) and disseminate through Project Quality Management System
Strong Experience on an EPC project of gold mining processing plant.
Preferably experience in EPC project as main contractor QAQC Manager
High calibrate as Lead Auditor ISO 9001:2015, Welding Inspector, NDT Level II
Fluent in English, both oral and written
Good communication skill
Willing to travel to other work location or project sites as and when required.
Responsibilities:
Report to Project Director
Assist Project Manager in the quality assurance work in establishing the project quality team & organization, and quality deliverables such as Quality Management Plan/QMP, ITP, other quality procedures and quality control work of purchased the equipment/materials and construction activities.
Review the quality inspection personnel qualification & training requirement in accordance with owner, statutory/government, code/standard requirement
Attend pre-bid meeting and coordinate all project requirements with project bidder
Appraise the vendor’s and subcontractor capability with procurement department to provide the suitable product/service
Verify contractor quality requirements are specified to vendor & subcontractor documentation submittal
Convene Pre-Inspection Meeting with Vendor/Subcontractor before work execution
Ensure proper planning for inspection activity at vendor & subcontractor’s shop and monitor the progress of inspection as per agreed ITP’s
Ensure the availability of necessary documents at inspection release and monitor the suitable corrective action
Maintain the cordial relationship with Owner Representative and ensure that owner quality requirement are understood , agreed and complied
Establish the detailed scope and schedule of quality control of purchased equipment and materials performed in Indonesia or foreign country and direct and/or coordinate the quality control activities with functional department in the home office, including with Third Party Inspection Agency
Ensure project KPI’s are defined, measured, monitored and action implemented for any identified gaps
Conduct management review of project quality management system and monitor the implementation of management review actions.
Closely monitor and coordinate all QAQC activities with Site Quality Manager
Compile & submit monthly Quality report to Project Director
Prepare Monthly Inspection Schedule, coordinate and communicate the inspection date and status with Vendor/Subcontractor and Owner
Monitor and keep records of non-conformance dispositions and initiate corrective action, as necessary, to prevent recurrence of serious non- conformance
Plan and control quality audit performed by Authorized Quality Auditor (Internal Audit or External Audit, whichever is necessary) & action required to closed the audit findings.
Control & monitoring the dossier for Final Documentation and Handover to Owner on timely manner

Background
Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 4 (CS 4) covering fiscal year 2018 to 2022, where the country purpose is in line with the global Plan International’s Purpose “to advance children rights and equality for girls”. Our ambition is to enable at least 1 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies) and thrive (grow healthy and protected from violence). It means that we will take actions to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision makers and key stakeholders to make the required changes.
BRIGHT project ( Bri nging G irls to H igh Poten t ials through Joyful Learning) is a project that aims to mitigate reversed progress on education in North Lombok- West Nusa Tenggara Province, The project is designed to fill critical issues on education identified above with a stronger gender-responsive approach and leverages the previous foundational interventions and partnerships with local stakeholders. The project proposes to work in previous community, in middle/senior level of education with age group 13-18-year-old. The priority target groups of the project are girls who are at the high risks of child marriage , school dropouts , and child abuse and exploitation
Role Purpose
Project Officer supports and assists Project Manager in the implementation and the achievement of the project objectives which relates to Education during the learning process. S/he is responsible for successful implementation of the Bright project and growing the project portfolio
Dimensions of the Role
Engage in advocacy, networking and coordination in the district, and ensuring children and young people particularly girls and women are benefiting from the project
Support the Project Manager Will proactively work to influence, support and collaboratively working with local government related to schools as well as education department in district and province level
Support the Project Manager to manage the project planning, implementation, budgeting and monitoring evaluation.

Accountabilities
Program implementation in line with the project design and planning
Working collaboratively with technical advisor/specialist in CO and district level for cross-cutting issue such as gender and inclusion, participation, safeguarding
Ensure project data collection and verification to avoid double counting and reported to Project Manager and MER Specialist
Together with Project Manager to develop and implement the scaling up strategies as well as sustainability
Together with Project Manager monitor, coordinate, and supervise schools, Peer Educators on the implementation of all activities
Ensure all project activities are implemented in timely manner in accordance with project design and planning
Support Project Manager to develop and submit a consolidated detailed implementation plan (DIP) on the basis of the area project specific plans.

Develop and implement project influencing strategy and planning at school level to promote using digital teaching-learning platform. in collaboration with advocacy team
Monitor staff performance, provide feedback, evaluate staff performance and recommend necessary follow-up actions
Collaborate with communications team to implement communications strategy and advocacy
Prepare progress reports for internal Plan use to Project Manager in monthly basis and/or other basis if needed
Support Project Manager to monitor project indicators progress and expenditure of project activities
Maintain positive communication and coordination with Project Manager and HRP team on project planning and Implementation
